Adding an important new dimension to the history of U.S.-Japan relations, this book reveals that an unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s only narrowly failed to achieve its goal: to modify the so-called anti-Japanese exclusion clause of the 1924 U.S. immigration law. It is well known that this clause caused great indignation among the Japanese, and scholars have long regarded it as a major contributing factor in the final collapse of U.S.-Japan relations in 1941. Not generally known, however, is that beginning immediately after the enactment of the law, private individuals sought to modify the exclusion clause in an effort to stabilize relations between the two countries. The issue was considered by American and Japanese delegates at almost all subsequent U.S.-Japan diplomatic negotiations, including the 1930 London naval talks and the last-minute attempts to prevent war in 1941. However, neither the U.S. State Department nor the Japanese Foreign Office was able to take concrete measures to resolve the issue. The State Department wanted to avoid appearing to meddle with Congressional prerogatives, and the Foreign Office did not want to be seen as intruding in American domestic affairs. This official reluctance to take action opened the way for major efforts in the private sector to modify the exclusion clause. The book reveals how a number of citizens in the United States—mainly clergy and business people—persevered in their efforts despite the obstacles presented by anti-Japanese feeling and the economic dislocations of the Depression. One of the notable disclosures in the book is that this determined private push for improved relations continued even after the 1931 Manchurian Incident.

There is peace in Derbyshire as a new generation of the Darcy family begins, but the younger Mr. and Mrs. Darcy set their sights far away, to Japan, an island nation closed off to all but a few foreigners. There they will travel to find Georgiana Darcy's elusive former teacher, the wandering thing Mugin, so that she can finally complete her training before settling down to married life in the English countryside. But getting into Japan, a country hostile to Westerners and controlled by the Tokugawa shogun, won't be easy, and finding Mugin will be even harder. Is the young couple up to the challenge? In Altman's eighth installment of the Darcys and the Bingleys, we travel far abroad to the dangerous world of 19th-Century Asia, where political tensions are high and danger is very real.

As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

This study explores U.S-Japanese relations in the interwar period to find that the seeds of the Pacific War were sown in the failure of cultural diplomacy and the growth of mutually antagonistic images. While most Americans came to see Japan's modernity as a façade, the Japanese began to group Americans with the warlike European powers.

Relations between the EU and East Asia have consistently expanded in recent years, particularly between the EU and Japan. Against the background of negotiations on an economic and strategic partnership agreement, the EU–Japan relationship is set to become the single most comprehensive ‘region-to-state’ relationship the world has known today, accounting for more than a third of world GDP and a combined population of more than 600 million people. This book addresses the potential role of the EU, in cooperation with Japan, to craft a stable and prosperous mode of governance in the Asian region. In today’s globalized world seemingly defined by waxing Chinese power and waning American power, the book reflects the lack of appreciation for an EU-Japan concert in maintaining and developing multilateral principles. It aims towards fortifying this relationship by acknowledging that in order to enhance the credibility and capabilities of such an alliance, it is necessary to take stock of where the partnership stands today, what kind of obstacles still need to be overcome and which options have been left untouched. By introducing state-of-the-art empirical research in multiple fields, this book will be of key interest to students and scholars of international relations, comparative regionalism, the European Union and Japanese politics.

U.S.-Japan relations occupy an important position in international affairs. This book analyzes the writings of Japanese journalist K. K. Kawakami to provide insight into the decline of U.S.-Japan relations from 1901 to 1941. His writings do much to help us understand the reasons behind the clash at Pearl Harbor.

The debate over restricting the number of Mexican immigrants to the United States began early in the twentieth century, a time when U.S.-Mexican relations were still tenuous following the Mexican Revolution and when heated conflicts over mineral rights, primarily oil, were raging between the two nations. Though Mexico had economic reasons for curbing emigration, the racist tone of the quota debate taking place in the United States offended Mexicans' national pride and played a large part in obstructing mutual support for immigration restriction between the United States and Mexico. Risking Immeasurable Harm explains how the prospect of immigration restriction affects diplomatic relations by analyzing U.S. efforts to place a quota on immigration from Mexico during the late 1920s and early 1930s. The controversial quota raised important questions about how domestic immigration policy debates had international consequences, primarily how the racist justifications for immigration restriction threatened to undermine U.S. relations with Mexico. Benjamin C. Montoya follows the quota debate from its origin in 1924, spurred by the passage of the Immigration Act, to its conclusion in 1932. He examines congressional policy debate and the U.S. State Department's steady opposition to the quota scheme. Despite the concerns of American diplomats, in 1930 the Senate passed the Harris Bill, which singled out Mexico among all other Latin American nations for immigration restriction. The lingering effects of the quota debates continued to strain diplomatic relations between the United States and Mexico beyond the Great Depression. Relevant to current debates about immigration and the role of restrictions in inter-American diplomacy, Risking Immeasurable Harm demonstrates the correlation of immigration restriction and diplomacy, the ways racism can affect diplomatic relations, and how domestic immigration policy can have international consequences.
