The importance of watercourses to human life and development cannot be overemphasised. From communication, trade, agriculture and the location of human settlements, they have played an immeasurable role. Almost 60% of Africa lies within shared rivers and lake basins. The Nile is shared by more than seven nations, the Zambezi by six, and the Congo by nine. With populations on the rise, many countries have been labeled 'water scarce' nations, and in fifteen years it is predicted that many people on earth will be exposed to water shortage consequences such as famine and disease. Thirteen African nations already suffer 'water stress' and soon another twelve will join the list unless something is done to thwart the problem. On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme 'Shared Waters, Shared Opportunities'. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International Relations, Hekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. They open the debate into the water problems of Kenya and East Africa in an effort to join the global campaign to find solutions to these difficulties.

For integrated water resources management both blue and green water resources in a river basin and their spatial and temporal distribution have to be considered. This is because green and blue water uses are interdependent. In sub-Saharan Africa, the upper landscapes are often dominated by rainfed and supplementary irrigated agriculture that rely on green water resources. Downstream, most blue water uses are confined to the river channels, mainly for hydropower and the environment. Over time and due to population growth and increased demands for food and energy, water use of both green and blue water has increased. This book provides a quantitative assessment of green-blue water use and their interactions. The book makes a novel contribution by developing a hydrological model that can quantify not only green but also blue water use by many smallholder farmers scattered throughout the landscape. The book provides an innovative framework for mapping ecological productivity where gross returns from water consumed in agricultural and natural vegetation are quantified. The book provides a multi-objective optimization analysis involving green and blue water users, including the environment. The book also assesses the uncertainty levels of using remote sensing data in water resource management at river basin scale.

Exploiting advanced statistical techniques and the latest state-of-the-art multi-mission satellites, surface models and reanalysis products, this book provides the first comprehensive weighing of the changes in the Nile River Basin’s (NRB: ~ 3,400,000 km2 ) stored waters' compartments, surface, soil moisture and groundwater, and their association to climate variability/change and anthropogenic impacts on the one hand. On the other hand, it argues on the need for equitable use of the NRB’s waters by all 11 countries within its basin, and doing away with obsolete Nile treaties that were signed by Britain, Egypt and Sudan, which prohibit the use of the Nile by 8 upstream countries. With Ethiopia’s construction of Africa’s largest dam (GERD; Grand Ethiopian Renaissance Dam) along the Blue Nile, which is expected to take several years to fill, the Nile is back on the news. Combined with Uganda’s Nalubaale, Kiira and Bujagali dams on the White Nile, these human-induced impacts (i.e., damming), coupled with those of climate variability/change, are expected to exacerbate tension with the low stream countries (Egypt and Sudan) fearing the cut in theNile’s total volume. Furthermore, the Nile river, arguably the world’s longest river (6800 km), impacts on the livelihood of over 300 million people of 11 countries within its basin. This population is expected to double in the next twenty-five years, thereby putting extreme pressure on its water resources. An in-depth analysis of changes in the Nile’s stored waters, therefore, is essential to inform its management and sustainable equitable use. Owing to its sheer size, however, obtaining in-situ data from “boots on the ground” is practically impossible, paving way to the space-based weighing of the Nile River Basin using a suite of high spatio-temporal remotely sensed and reanalysis products, as well as those of hydrological models. “Arguably, the Nile River is the most unique river in the world. It spans extremes of rainfall from being measured by meters to being measured by centimeters, from the humid tropics to the driest of deserts. Yet, thirsty people live throughout this basin and therefore the demands on its water resources are uneven. Knowing the water amounts throughout the entire Nile Basin is a critical step for governments and international treaties to avoid the “Tragedy of the Commons”.
