Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable, are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan’s National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid’s assistance in Somalia, Liberia’s gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF’s education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions; local contextual factors such as windows of opportunity and the degree of local support; and programme design and management. Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. This book explores the discourse on conflict prevention and peacebuilding by bringing together researchers from China and Switzerland over a series policy dialogues. The concept of hybridity highlights complex processes of interaction and transformation between different institutional and social forms, and normative systems. It has been used in numerous ways to generate important analytical and methodological insights into peacebuilding and development. Its most recent application in the social sciences has also attracted powerful critiques that have highlighted its limitations and challenged its continuing usage. This book examines whether the value of hybridity as a concept can continue to be harnessed, and how its shortcomings might be mitigated or overcome. It does so in an interdisciplinary way, as hybridity has been used as a benchmark across multiple disciplines and areas of practical engagement over the past decade – including peacebuilding, state-building, justice reform, security, development studies, anthropology, and economics. This book encourages a dialogue about the uses and critiques of hybridity from a variety of perspectives and vantage points, including deeply ethnographic works, high-level theory, and applied policy work. The authors conclude that there is continued value in the concept of hybridity, but argue that this value can only be realised if the concept is engaged with in a reflexive and critical way. The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself. This volume honors the lifetime achievements of the distinguished activist and scholar Elise Boulding (1920–2010) on the occasion of her 95th birthday. Known as the “matriarch” of the twentieth century peace research movement, she made significant contributions in the fields of peace education, future studies, feminism, and sociology of the family, and as a prominent leader in the peace movement and the Society of Friends. She taught at the University of Colorado, Boulder from 1967 to 1978 and at Dartmouth College from 1978 to 1985, and was instrumental in the development of peace studies programs at both institutions. She was a co-founder of the International Peace Research Association (1964), the Consortium on Peace Research Education and Development (1970), and various peace and women’s issues-related committees and working groups of the American Sociological Association and International Sociological Association.
