Die Hamburger Untersuchung Kompetenzen und Einstellungen von Schülerinnen und Schülern (KESS) ist eine längsschnittlich angelegte Schulleistungsstudie, in deren Rahmen systematisch und kontinuierlich Leistungsdaten eines kompletten Schülerjahrgangs erfasst werden. Die erste Erhebung wurde im Jahre 2003 am Ende der Jahrgangsstufe 4 durchgeführt, die zweite im Jahre 2005 zu Beginn der Jahrgangsstufe 7 und die dritte im Jahre 2007 am Ende der Jahrgangsstufe 8. Die vierte Erhebung, die Gegenstand dieses Berichts ist, fand im Jahre 2009 statt, und zwar am Ende der Jahrgangsstufe 10 (Juni) und zu Beginn der Jahrgangsstufe 11 (September). Neben den Lernständen in ausgewählten Kompetenzbereichen wurden auch fachbezogene Einstellungen der Schülerinnen und Schüler sowie umfangreiche Informationen zu schul- und unterrichtsrelevanten Hintergrundmerkmalen erfasst. Der Schwerpunkt der Untersuchung liegt auf der systematischen Beschreibung der Lernausgangslagen, der Lernentwicklungen sowie der fachbezogenen Einstellungen der Schülerinnen und Schüler in zentralen Leistungsbereichen, insbesondere in Mathematik, Naturwissenschaften, Deutsch-Leseverständnis, Deutsch-Rechtschreibung sowie Englisch. Durch die Verwendung standardisierter Testinstrumente ist ein direkter querschnittlicher Kompetenzvergleich zwischen dem KESS-Jahrgang und dem sieben Jahre zuvor untersuchten LAU-Jahrgang möglich. Auf diese Weise können erstmalig Auswirkungen der Reformbemühungen im Hamburger Schulwesen mit einem Abstand von sieben Jahren bilanziert werden. Neben leistungsbezogenen Aspekten werden dabei auch Veränderungen in der soziokulturellen und ethnisch-kulturellen Zusammensetzung der Schülerschaften beider Jahrgänge in den Blick genommen.

KESS 7 berichtet auf der Basis einer flächendeckenden Erhebung die Lernausgangslagen und Rahmenbedingungen schulischen Lernens Hamburger Schülerinnen und Schüler zu Beginn der Jahrgangsstufe 7. Durch einen Vergleich mit den Ergebnissen aus der KESS-4-Studie aus dem Jahr 2003 werden die Lernentwicklungen beschrieben, die im Verlauf der Jahrgangsstufen 5 und 6 stattgefunden haben. Vor dem Hintergrund der Hamburger LAU-Studie (1996 bis 2005) werden Trendaussagen zur Lernstandsentwicklung der Hamburger Schülerschaft im zeitlichen Verlauf getroffen. Dargestellt werden neben fachspezifischen Kompetenzen in den Bereichen Deutsch, Mathematik, Naturwissenschaften und Englisch auch Befunde zu den sozialen, kulturellen, ökonomischen und ethnischen Rahmenbedingungen, unter denen Hamburger Schülerinnen und Schüler in den ersten beiden Schuljahren der Sekundarstufe I ihre Kompetenzen erwerben. KESS 7 ermöglicht so einen differenzierten Blick auf Stärken und Schwächen des Hamburger Schulwesens. Die Analysen zeigen Ansatzpunkte für die Weiterentwicklung von Schule und Unterricht zwischen den Übergängen von der Grundschule in eine weiterführende Schulform und von der Beobachtungsstufe in die Jahrgangsstufe 7 auf.

This highly detailed study maps four decades of evolution of the concept of what constitutes effective school leadership. It analyses the theoretical background to these developments and advocates the utility of thinking of a ‘lean’ form of school leadership that is comparable to the concept of ‘meta-control’. A wide-ranging survey of the empirical research literature on leadership effects includes the presentation of results from earlier meta-analyses as well as a new meta-analysis on some 25 studies carried out between 2005 and 2010. This survey demonstrates that older reviews and meta-analyses were predominantly based on so-called ‘direct effect’ studies, while more recent studies have tried to quantify the indirect effects of leadership, mediated by other school variables. While acknowledging the relatively small total effect of leadership on student outcomes, the study does identify promising intermediary factors which, stimulated by specific leadership behaviours, impact on student performance. The book ends by drawing out wider implications for educational practice and policy, presented under headings such as ‘schools need leadership’, ‘the toolkit of the school leader as a meta-controller’, ‘the special case of turning around failing schools’ and ‘efficiency of school leadership’. In passing, the authors make several suggestions about potentially fruitful next steps in researching the effects of school leadership.
