Education in multiethnic societies is a subject of considerable debates in almost all parts of the world. These debates have invoked strongly-felt positions between competing ethnic groups over a host of issues that have a profound impact on the nation building process. Apart from deep-seated issues arising from contrasting internal demands over educational rights and equality, emerging issues arising from external influences such as the global spread of English as a result of globalisation have also impacted the nation building process of multiethnic societies. It is against this context that educational issues in multiethnic societies merit our attention. In the case of Malaysia, discourses over these issues are particularly intense and hotly contested by the different ethnic groups. This is primarily because of the extreme difficulties in mediating these complicated issues which are impinged by competing socio-cultural, economic and political interests. This book explores the contested terrains of education in multiethnic Malaysia. It comprises seven chapters that cover three crucial areas of educational provisions and delivery, namely education of ethnic minorities, education and national integration, and educational language policy. These three crucial areas are often the prime concerns of policy makers in multiethnic societies who have to tread a thin line in resolving these issues which are underpinned by intense coterminous interests and inter-ethnic competition, and having the potential to generate conflicts, contestation and power struggle. As far as the Malaysian policy makers are concerned, their efforts in resolving these issues have not been overly successful. It is most unfortunate that their policy decisions are at times influenced by competing political and ethnic interests rather than guided by sound theoretical underpinnings that could put the educational development of the country on a stronger platform and a clearer trajectory.

The Pakatan Harapan (PH) government promised education reforms before getting elected in 2018, and presently grapples with the complexities of making good on those pledges while seeking to negotiate continuity and change with regard to the previous administration’s Malaysian Education Blueprint launched in 2013. This article situates the education reforms in the context of Malaysia’s highly centralized administration, embedded practices and policy initiatives of recent years. Discussion focuses on three areas—quality, equity, autonomy—where PH has more distinctly differentiated itself from its predecessor. On the quality of national schools, efforts to alleviate teachers’ bureaucratic workload and enhance the schooling experience mark a positive start. However, transforming mindsets and practices will require more systemic changes, critical self-reflection, and sustained efforts on difficult matters, particularly in basic schooling and technical and vocational programmes. On equity, the government’s consistent attention to Bottom 40 (B40) households progressively allocates opportunity, and continual need to address ethnic concerns poses steep challenges. However, policy responses tend to unfold in an ad hoc manner, and the balancing of ethnic interests lacks clarity and coherence. On autonomy, at the institutional level, legislative overhaul in higher education is in the works, while at the personal level, academic freedom clearly thrives more under PH administration. Meaningful and effective reform will hinge on devolution of power away from central government, institutionalization of autonomy, and depoliticization of the system.

Teachers are constantly seeking ways to improve their teaching and thereby enhance the learning of their students. One method of doing this is to bring critical and creative thinking skills to the forefront of the curriculum. This has been emphasized by the Malaysian Ministry of Education via the KBSM syllabus in order to teach critical and creative thinking by considering the use of programs like Bloom’s taxonomy of educational objectives in classroom practice. This study demonstrates how the higher-order skills can be integrated into the secondary school reading curriculum. The main aim of the study is to investigate how teachers design reading comprehension questions (RCQs) and reading comprehension tasks (RCTs) in relation to the demands of higher-order thinking to produce students with critical minds. It focuses primarily on the use of COGAFF taxonomy (a cognitive-affective taxonomy adapted from Bloom’s and Krathwohl’s) to formulate higher-order reading questions and tasks as a means to develop critical and creative thinking skills. In a pilot study in Britain (with forty Malaysian teachers) and in the main field study in Malaysia, 150 subjects (teachers and student teachers) have yielded about one thousand RCQs and one thousand RCTs. In line with many research findings of question and task design, 91.2% of the RCQs and 83.6% of RCTs produced during the pretest were of low-order types. Subjects attended a workshop emphasizing question and task designing using the COGAFF taxonomy. Dramatically, during the posttest, 74.4% of the RCQs and 80.6% of the RCTs were transformed into higher-order inferential forms. The other major thrust of the study is to demonstrate how higher-order questions can be used to design equally higher-order tasks that can be utilized as a thinking skills approach in the teaching of reading comprehension lessons in secondary schools. Thinking tools and strategies as suggested by Beyer, Guilford, Gardner, and several others and their implications for the teaching of reading comprehension and training of teachers in Malaysia are also discussed.
