Key sections of the North American Free Trade Agreement (NAFTA) deal with temporary labor mobility. Ideally, NAFTA status provisions should make the temporary movement of professionals easier across the border of all NAFTA countries. However, in the case of some key sectors, it is arguably not the case. Within the context of recent literature on cross-border trade, city regions, regionalism, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of ‘knowledge-workers’ between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area. This book includes in-depth interviews with Canadian and US immigration officials, immigration attorneys and executives and professional staff of new technology firms and Fortune 500 companies. Universities are inherently and definitionally universal in their quest for the creation and dissemination of knowledge. They are set to defy borders that exist in parochial forms. Globalization which opened up borders has by design or default created inequalities and imbalances in knowledge systems. Undoubtedly, knowledge is power but the difference in the power that is intrinsic to it and the power that is ascribed which is determined by dominant political and economic hierarchies. If knowledge predominantly flows from global north to global south, people seeking knowledge move from global south to global north. These imbalances are also seen within these regions, between cultures and communities, one claiming superiority over the other. These realities call for a reassessment of not only what constitutes knowledge, but also what encompasses the idea of borders. Through this book, we wish to see more elaboration on the inclusive role of education that can act as an equalizer or as a catalyst for creating a level playing field across borders.

The essays in this collection address the current crisis in area studies, a crisis that differs from its perennial struggle with the established academic disciplines. It is widely believed that globalization has proceeded to the point where international economic linkages are as strong as those within nations. Struck by research suggesting that this perception is dramatically mistaken, John Helliwell spent three years assessing the evidence. The results are reported in this book, the latest in Brookings' Integrating National Economies series. It provides the most systematic measurements yet available of the relative importance of global and national economic ties. The original finding, based on a gravity model of trade flows, was that 1988 trade linkages between Canadian provinces were twenty times as dense as those between Canadian provinces and U.S. states of similar size and distance. A much longer and more detailed body of data is used to expand and explain these findings. Data for trade within and among OECD and some developing countries are used to show that the Canadian-U.S. results are applicable to other countries. Helliwell then surveys and extends the evidence relating to price linkages, capital mobility, migration, and knowledge spillovers, finding in all cases very large border effects. The evidence offers a challenge to economists, policymakers, and citizens to explain why national economies have so much staying power, and to consider whether this is a good or bad thing. Helliwell argues that since large and small industrial economies have similar levels of income, there are likely to be diminishing returns from increases in globalization beyond levels sufficient to permit the ready exploitation of comparative advantages in trade, and relatively easy access to knowledge developed elsewhere.

A transnational approach to understanding and analyzing knowledge circulation. The contributors to this collection focus on what happens to knowledge and know-how at national borders. Rather than treating it as flowing like currents across them, or diffusing out from center to periphery, they stress the human intervention that shapes how knowledge is processed, mobilized, and repurposed in transnational transactions to serve diverse interests, constraints, and environments.
