La protection de la qualité des ressources en eau de l'Europe figure sur la liste des priorités de l'UE depuis la fin des années 70. L'agriculture, qui est l'un des principaux consommateurs et pollueurs d'eau, a un rôle majeur à jouer dans la gestion durable de l'eau. L'UE a déclaré à maintes reprises que ses différentes politiques doivent être cohérentes, et elle reconnaît par conséquent la nécessité de veiller à ce que ses politiques environnementales, y compris celles qui concernent l'eau, soient soutenues par la politique agricole commune. La politique agricole commune (PAC), doyenne des politiques communes de l’Union européenne, a connu depuis sa création, en 1962, des mutations de grande ampleur.
