L'expression « État social actif » a fait son apparition dans le langage politique et journalistique belge à la fin des années 1990. Son usage s'est rapidement diffusé et banalisé, gagnant les grands médias. Le concept a donné lieu à des débats passionnés, laissant toutefois en suspens un certain nombre de questions : est-on confronté à une opération cosmétique destinée à habiller de neuf d'anciens instruments, institutions ou techniques ? Ou s'agit-il plutôt d'une réelle révolution des politiques sociales ? Dans cette dernière hypothèse, les changements se produisent-ils dans le respect des principes de solidarité fondateurs de la sécurité sociale - une réinterprétation de ceux-ci dans le cadre d'une économie mondialisée - ou l'ampleur du virage annonce-t-elle une rupture paradigmatique ? Assiste-t-on à la disparition du modèle de l'État providence ou au contraire à sa revitalisation face aux transformations du capitalisme ? À une capitulation des institutions du vieux continent face au dictat de la globalisation, ou à un formidable potentiel de consolidation du « modèle social européen » ? Asphyxié sans profonde analyse, l’État Providence a cédé la place à l’État Social Actif (ESA). À travers un référentiel cognitif et normatif, l’ESA propose de concourir à l’égalité des chances et la dignité humaine grâce à une meilleure activation des allocataires sociaux. Faisant de l’emploi sa pierre angulaire de l’insertion sociale, l’ESA invoque la responsabilisation de chacun et le développement de son employabilité. Cette invocation n’est toutefois pas sans effets pervers qu’il convient de saisir à travers un regard critique. L’aide en milieu ouvert, issue d’un mouvement de contestation du traitement judiciaire et du sanctionnel, portée par une critique sociale des logiques de domination et de disciplination, présente aujourd’hui des homologies troublantes avec le référentiel de l’ESA. Cette homologie nous incite à suggérer, ne éloigné de ceux-ci. Or, les transformations des principes d’action dans les AMO ne semblent pas avoir fait l’objet d’une véritable analyse critique de la part des acteurs de ce champ. Cette évacuation de la critique pose question. Finalement, où et comment l’intervenant social peut-il s’outiller pour devenir réellement actif, comprendre les enjeux qui le gouvernent et développer une capacité d’interpellation socio-politique ?
