Les crises sanitaires qui ont secoué le monde agricole et agroalimentaire des pays développés ces dernières années ont fait de la sécurité sanitaire des aliments un enjeu majeur pour les populations de ces pays. Reflets de ces préoccupations, les réglementations ont alors fleuri, engendrant de ce fait des barrières commerciales plus ou moins justifiées. Un cadre international avec des instances normatives a alors été érigé dans le but d'harmoniser les réglementations nationales. Mais certaines législations, dont celles de l'Union européenne, des Etats-Unis ou du Japon, continuent d'être plus restrictives que les normes internationales et elles prévalent toujours dans les relations commerciales. L'objet de cet ouvrage est de brosser un tableau général sur la question des normes sanitaires et phytosanitaires (SPS) dans le cadre des échanges agricoles internationaux, en mettant l'accent sur les relations commerciales entre l'Union européenne et la zone Afrique Caraïbes Pacifique (ACP). Une première partie, fondée sur une analyse d'articles récemment publiés, dresse un panorama de l'incidence du développement des normes SPS sur l'évolution du commerce international. Elle permet d'appréhender la teneur des débats sur la question et d'en tirer quelques enseignements généraux. La seconde partie circonscrit la question des normes SPS aux échanges entre l'Union européenne et la zone ACP ; elle décrit les grandes lignes de la législation sanitaire européenne et reprend la structure des échanges agricoles UE-ACP. Elle en déduit quelques enseignements quant à l'impact des normes européennes sur les importations agricoles en provenance des pays ACP. De nombreuses références bibliographiques complètent l'ouvrage, elles devraient permettre aux lecteurs qui le souhaitent d'approfondir leurs connaissances sur le sujet.

The CARIFORUM-EU Economic Partnership Agreement is a sui generis North-South trade and development agreement. The C-EPA is a bi-regional agreement, signed in Bridgetown, Barbados in October 2008, with the specific aim of supporting the sustainable development of the Caribbean. As a paradigm changer in the ACP-EU trade relationship, the C-EPA has unsurprisingly attracted considerable attention. The long process of ratification by twenty-seven EU Member States and fifteen Caribbean countries has begun, and implementation is advancing after an initial delay. This book is the first detailed analysis of the Agreement's provisions, including its negotiating history and prognosis of its future potential. It is written by fifteen Caribbean and European practitioners, most of whom actively contributed to the crafting of the Agreement as CARIFORUM or EU negotiators.
