Gouvernance montréalaise, deux mots qui ont fait la manchette depuis quelques années. Afin de dépasser le discours médiatique, des chercheurs se sont penchés sur l’évolution de la gouvernance de la ville de Montréal et de son agglomération. Résultats d’une journée d’étude tenue en avril 2012, les textes dans ce volume présentent les enjeux et les objets de gouver-nance à différentes époques et sous différentes structures administratives. Cet exercice ne vise pas à définir les racines d’une gouvernance dysfonctionnelle, mais à bien comprendre les cadres à l’intérieur desquels les autorités ont dû manœuvrer. En mettant de l’avant les objets, les pratiques et les acteurs du quotidien, ce volume suscite une réflexion plus large sur les caractéristiques et la nature de la gouvernance montréalaise qui dépassera les formes institutionnelles théoriques, les crises ponctuelles ou les personnages les plus marquants. La succession d’études portant sur différentes périodes permet d’observer des autorités montréalaises soumises à la monarchie absolue et l’emprise coloniale, animées par le libéralisme économique ou par le progressisme, voire confrontées à l’action citoyenne. À travers cette démarche, le volume contribue à renouveler l’historiographie et à recadrer les débats concernant la gouvernance montréalaise.

Was Canada’s Dominion experiment of 1867 an experiment in political domination? Looking to taxes provides the answer: they are a privileged measure of both political agency and political domination. To pay one’s taxes was the sine qua non of entry into political life, but taxes are also the point of politics, which is always about the control of wealth. Modern states have everywhere been born of tax revolts, and Canada was no exception. Heaman shows that the competing claims of the propertied versus the people are hardwired constituents of Canadian political history. Tax debates in early Canada were philosophically charged, politically consequential dialogues about the relationship between wealth and poverty. Extensive archival research, from private papers, commissions, the press, and all levels of government, serves to identify a rising popular challenge to the patrician politics that were entrenched in the Constitutional Act of 1867 under the credo “Peace, Order, and good Government.” Canadians wrote themselves a new constitution in 1867 because they needed a new tax deal, one that reflected the changing balance of regional, racial, and religious political accommodations. In the fifty years that followed, politics became social politics and a liberal state became a modern administrative one. But emerging conceptions of fiscal fairness met with intense resistance from conservative statesmen, culminating in 1917 in a progressive income tax and the bitterest election in Canadian history. Tax, Order, and Good Government tells the story of Confederation without exceptionalism or misplaced sentimentality and, in so doing, reads Canadian history as a lesson in how the state works. Tax, Order, and Good Government follows the money and returns taxation to where it belongs: at the heart of Canada’s political, economic, and social history.

This book reconsiders the fundamental principles of zoning and city planning over the course of the past one-hundred years, and the lessons that can be learned for the future of cities. Tu sais, mon vieux Jean-Pierre is inspired by the work of archaeologist Jean-Pierre Chrestien (1949–2008), who worked hand-in-glove with a generation of researchers in helping to unearth unexpected and always interesting aspects of New France. Contributions focus first upon the door to New France in the Gulf of St. Lawrence, Newfoundland and Acadia. Zoning is at once a key technical competency of urban planning practice and a highly politicized regulatory tool. How this contradiction between the technical and political is resolved has wide-reaching implications for urban equity and sustainability, two key concerns of urban planning. Moving beyond critiques of zoning as a regulatory hindrance to local affordability or merely the rulebook that guides urban land use, this textbook takes an institutional approach to zoning, positioning its practice within the larger political, social, and economic conflicts that shape local access for diverse groups across urban space. Foregrounding the historical-institutional setting in which zoning is embedded allows planners to more deeply engage with the equity and sustainability issues related to zoning practice. The Uses of Justice in Global Perspective, 1600–1900 presents a new perspective on the uses of justice between 1600 and 1900 and confronts prevailing Eurocentric historiography in its examination of how people of this period made use of the law. Between 1600 and 1900 the towns in Western Europe, the Kingdoms in Eastern Europe, the Empires in Asia and the Colonial States in Asia and the Americas were all characterised by a plurality of legal orders resulting from interactions and negotiations between states, institutions, and people with different backgrounds. Aujourd’hui plus que jamais, la banlieue est une énigme et un défi. La banlieue montréalaise plonge ses racines dans le dernier quart du xixe siècle, gagne en popularité dans l’entre-deux-guerres et connaît, dans le contexte effervescent des Trente Glorieuses, une croissance phénoménale. Comme dans les autres grandes agglomérations canado-étatsuniennes, elle accueille aujourd’hui une part importante des populations et des activités métropolitaines. Et, bien que l’étalement urbain soit décrié par plusieurs, elle exerce toujours un attrait considérable. La banlieue des années 2020 n’est toutefois plus celle des décennies d’après-guerre, pas plus que celle de la fin du siècle dernier. Ses déclinaisons nombreuses et variées, y compris dans ses moments pionniers, incitent même à en parler au pluriel. Si l’idéal pavillonnaire se profile en toile de fond de cet historique, c’est à la découverte d’un environnement bâti d’une diversité et d’une complexité autrement plus grandes et souvent insoupçonnées que convie le présent ouvrage. Les travaux sur la gouvernance urbaine ont suscité beaucoup d'intérêt ces dernières années. Ce livre se situe dans cette mouvance, mais il veut éclairer deux réalités largement laissées dans l'ombre. Alors que la plupart des études portent sur les très grandes villes, les auteurs examinent ici des villes canadiennes de taille moyenne. Par ailleurs, dans le contexte d'une attention accrue à la gouvernance inclusive, l'ouvrage s'intéresse particulièrement au rôle des minorités francophones dans la gouvernance urbaine, une perspective peu présente dans la documentation sur les francophonies minoritaires au Canada. Au départ, deux fils conducteurs – la récente croissance économique et démographique du Grand Moncton et la part des Acadiens dans cette croissance – orientent le propos. La première partie est consacrée au développement économique à Moncton; la deuxième aborde le développement culturel, à l'aide du concept de grappes culturelles fondées sur des mobilisations communautaires, à Moncton, Sudbury, Edmonton et Ottawa.
