Este libro estudia con una rigurosa metodología histórica una de las manifestaciones más significativas de nuestro arte contemporáneo, el arte vasco. Pero esta obra supera el ámbito geográfico, convirtiéndose en un modelo metodológico del análisis de los fundamentos, las causas y el comportamiento social del fenómeno artístico. A partir de la consideración de que las interrelaciones entre arte y sociedad no surgen de una manera impersonal sino que son producto de la mediación individual y colectiva, el libro analiza las estructuras sociales que posibilitan o truncan la existencia de las creaciones plásticas, la política de difusión cultural y de enseñanzas artísticas que promociona una determinada manera de entender el arte, la lucha tanto del artista como de los grupos para definir la esencialidad étnica y cultural o la universalidad de sus obras, las ideologías que impulsan cada uno de estos planteamientos de la realidad y las tendencias estilísticas a que dan lugar. Todo ello se complementa con una importante recopilación de documentos, algunos de ellos inéditos, y una extensa bibliografía que convierten el libro en un instrumento insustituible para acercarse al mundo del arte vasco.
