Nell'autunno del 1938 il governo fascista emanò una serie di provvedimenti legislativi, prontamente convertiti in legge dal Parlamento, finalizzati alla "difesa della razza", che di fatto abrogarono nei confronti degli ebrei italiani i diritti civili e politici riconosciuti loro dal re Carlo Alberto nel 1848. Agli ebrei venne fatto divieto di sposare "ariani", di esercitare le professioni, di seguire la carriera militare, di frequentare le scuole di ogni ordine e grado, e financo di possedere apparecchi radio o di avere non-ebrei alle proprie dipendenze. Il volume ripercorre quella storia lontana, dall'antisemitismo caricaturale e apparentemente innocuo al razzismo legislativo, fino agli esiti più tragici delle deportazioni e dei campi di sterminio. Una storia lontana, ma da non dimenticare per meglio contrastare i ricorrenti episodi di razzismo, di antisemitismo e di discriminazione che si manifestano contro le minoranze etniche e religiose. Tre contributi storiografici, rispettivamente di Corrado Vivanti, (cui si deve anche il coordinamento scientifico di tutta l'opera), di Michele Sarfatti e di Gadi Luzzatto Voghera inquadrano gli eventi del 1938 nel contesto della storia degli ebrei in Italia e delle successive persecuzioni. La parte documentale del volume è costituita dai testi normativi del 1938 e dalla discussione nelle aule parlamentari, oltre che dalle circolari ministeriali e da altre disposizioni amministrative. Al volume hanno dato inoltre il loro contributo di riflessione e di testimonianza, su invito del Presidente della Camera Violante, il Presidente della Repubblica italiana Scàlfaro, i presidenti della Repubblica francese Chirac, degli Stati Uniti d'America Clinton, della Repubblica Ceca Havel, della Repubblica di Germania Herzog, e della Repubblica di Israele Weizman. Argues that while part of the Italian population was openly antisemitic and helped deport the Jews, incited by racist propaganda, most of the population was indifferent, and may thus be seen as accomplices in the persecution of the Jews. Includes extracts from the racial laws, antisemitic articles from the journals "La Nazione" and "Il Popolo d'Italia, " lists of the Jewish teachers and physicians dismissed from public service as a result of the racial laws, and lists of the deportation transports.

Relates the fate of the Jews in Palermo from 1938 (enactment of the Racial Laws) until 1943, based on 11 interviews carried out between 1996-98 with Jews and non-Jews in the city. The introduction (pp. vii-xxii) states that the inconsistencies in Mussolini's policy toward the Jews were a result of his opportunism rather than a consequence of his ideological convictions. Pp. 1-21 include the texts of the Racial Laws. Pp. 23-121 deal with their application in Palermo and with the reactions of the press. Jewish ownership of property was restricted, some properties were confiscated, and restrictions were imposed on daily life (e.g. prohibition to own a radio or a car, or to appear in the telephone book). Some of the Jews were interned in concentration camps. The press (since 1926 under state control) acted as an instrument of fascist propaganda. Pp. 93-154 contain the interviews; pp. 155-219 present documents and photos.

"La pubblicazione delle Leggi Razziali, la loro applicazione, l'inasprimento del trattamento degli ebrei durante i mesi della guerra e poi della Rsi, fino alla sottomissione irresponsabile alla diabolica macchina di sterminio nazista con le deportazioni, non possono che dimostrare, al di là degli iniziali accomodamenti e strategie di nascondimento, una precisa volontà antisemita del regime fascista. Che oggi è assolutamente impossibile giustificare o tentare di nascondere. Più in generale l'applicazione delle Leggi razziali fu permessa da un generale ottundimento degli italiani che in buona parte, per quieto vivere, non si esposero troppo a favore degli ebrei, salvo figure e istituzioni di grande valore morale e spirituale. In seguito, il fallimento parziale della campagna razzista che, pur mietendo migliaia di vittime, non raggiunse mai la follia di quella nazista permise addirittura a quella parte di cittadinanza ignava, la cosiddetta zona grigia, di costituirsi "un comodo alibi - come scrive Renzo De Felice nella sua "Breve storia del fascismo" - dietro cui nascondere il proprio opportunismo e tacitare eventuali rimorsi di coscienza". E questo se vogliamo è la cosa più grave: primo, la dimenticanza dei fatti, secondo, la rimozione della colpa. Al contrario, la mostra "Leggi razziali. Una tragedia italiana" tanto intensa soprattutto nella sua volontà didattica è un piccolo ulteriore tassello per la ricostituzione di una memoria collettiva dopo decenni in cui non è stato possibile, per motivi ideologici, arrivare alla definitiva comprensione dei processi che hanno condotto a questa aberrazione. Solo sulla reale metabolizzazione della propria storia e dei propri errori, si può però fondare una nazione veramente democratica, aperta, in cui i valori fondanti siano condivisi da tutti, in cui i diritti fondamentali siano garantiti per tutti".
