La conférence qui a eu lieu à Sofia, en Bulgarie, du 5 au 7 juillet 2000, dans le cadre du programme commun entre la Commission européenne et du Conseil de l'Europe, avait pour objectif de débattre de la pluralité des systèmes juridiques en Europe dans le domaine des droits sociaux : rôles respectifs du droit communautaire et de la Charte sociale, ratification de la Charte sociale par la plupart des pays d'Europe centrale et orientale et obligations qui en découlent, et rôle de la Charte sociale dans le processus d'intégration communautaire. Cette rencontre a permis aux représentants des onze Etats candidats à l'Union européenne ayant ratifié la Charte sociale de discuter de ces questions, en présence d'experts du Conseil de l'Europe, et d'esquisser les contours d'une collaboration interinstitutionnelle élargie.

A l'aube du XXIe siècle, les questions sociales revêtent une importance sans cesse croissante dans la vie des citoyens européens. Une nouvelle définition des droits fondamentaux de l'individu et de la communauté se profile, à la suite des évolutions économiques et politiques de ces dernières années, caractérisées entre autres par les problèmes liés à l'emploi, ou encore par l'arrivée au sein des institutions européennes des pays d'Europe centrale et orientale. La Charte sociale européenne du Conseil de l'Europe complète la Convention européenne des Droits de l'Homme en garantissant des droits sociaux fondamentaux aux citoyens européens. Le colloque qui s'est tenu au Palais des Droits de l'Homme à Strasbourg en mai 1997 sur le thème de " La Charte sociale du XXIe siècle " a fait un tour d'horizon de l'état actuel des droits sociaux dans l'Europe d'aujourd'hui. Par un examen précis, et des discussions sur le présent et sur l'avenir de la Charte sociale européenne, le colloque a abordé certaines des questions essentielles pour une garantie effective des Droits de l'Homme : le rôle d'une charte des droits sociaux fondamentaux, les améliorations qui peuvent être apportées aux divers instruments qui garantissent ces droits, l'intérêt d'une procédure de réclamation collective, les rapports entre la sécurité démocratique, les droits sociaux et l'Etat de droit. Ce livre réunit les rapports présentés et les débats qui se sont déroulés lors du colloque, qui a rassemblé les personnalités qui œuvrent pour construire la Charte sociale du XXIe siècle.
