La rafle dite du "Vel d’Hiv" est l’un des événements les plus tragiques survenus en France sous l’Occupation. En moins de deux jours, les 16 et 17 juillet 1942, 12 884 femmes, hommes et enfants, répartis entre Drancy (près de 4 900) et le Vel d’Hiv (8 000), ont été arrêtés par la police parisienne à la suite d’un arrangement criminel entre les autorités allemandes et le gouvernement de Vichy. Seule une petite centaine de ces victimes survivra à l’enfer des camps nazis. Cette opération emblématique et monstrueuse demeure pourtant relativement méconnue. L’arrière-plan administratif et la logistique policière de la grande rafle n’ont été que peu étudiés, et jamais dans le détail. Légendes (tel le nom de code « opération Vent Printanier ») et inexactitudes (sur le nombre de personnes arrêtées ou celui des effectifs policiers) sont répétées de livre en livre. Et l’on ignore que jamais Vichy ne livra plus de juifs français à l’occupant que le 16 juillet 1942 ! D’où l’ambition, dans cet ouvrage, d’une histoire à la fois incarnée et globale de la rafle du Vel d’Hiv. Une histoire incarnée, autrement dit au plus près des individus, persécutés comme persécuteurs, de leur état d’esprit, de leur vécu quotidien, de leurs marges de décision. Mais aussi une histoire globale, soucieuse de restituer la multiplicité des points de vue, des destinées, et attentive au contexte de la politique nazie et de la collaboration d’État. Une recherche largement inédite, la plus riche et variée possible, de la consultation de centaines de témoignages à une exploitation inédite des « fichiers juifs » de la Préfecture de police de Paris. Mais la partie la plus importante de l’enquête a consisté à rechercher des « paroles » de policiers : 4 000 dossiers d’épuration des agents de la préfecture de police ont été dépouillés. Parmi eux, plus de 150 abordent la grande rafle et ses suites. Outre les justifications de policiers, ces dossiers contiennent des paroles de victimes, des témoignages (souvent accablants) de concierges, et surtout des copies de rapports d’arrestation, totalement inédits. Fruit de plusieurs années de recherche menées par l'auteur, où les archives de la police et de l’administration auront été méticuleusement fouillées, La Rafle du Vel d’Hiv apporte une lumière nouvelle sur l’un des événements les plus terribles et les plus difficiles à appréhender de notre histoire contemporaine.

Over a half a century after World War II, Germany and France still struggle to understand the Holocaust and to confront their roles in the tragedy. Through an interpretation of a wide array of contemporary cultural texts--including memorials and memorial sites, museums and exhibits, national commemorations, books, and films--Caroline Wiedmer traces the evolution of an often conflicted postwar politics of memory in these two nations. Her analyses of sites of memory and of policies and national debates reveal the two countries' deep-seated ambivalence in the face of a desire to forget the horrors of the Holocaust and the need to remember them. Among the issues Wiedmer examines are France's emerging sense of accountability and the fierce conflicts generated by the "Memorial to the Murdered Jews of Europe" to be built in Berlin. In her detailed account of how the Nazis took over a ready-made system of internment camps built by the French before World War II, and in her discussion of the uses to which the Sachsenhausen concentration camp was put by both the Soviet and the East German governments after the war, Wiedmer uncovers disturbing patterns of recurrence that painfully complicate France's and Germany's relationships to the Holocaust itself and to the act of commemoration. 16-17 juillet 1942, 7 000 policiers français raflent 13 152 Juifs : hommes, femmes et enfants (plus de 4 000). Ils sont enfermés au Vélodrome d’hivers ou à Drancy, avant d’être déportés. La grande rafle des 16 et 17 juillet 1942 (dite rafle du Vél’ d’Hiv) n’a été ni la première ni la dernière de ces opérations raciales conduites par la police française. Ce fut néanmoins la plus importante, la plus emblématique de ces actions répressives. Il y a d’abord le nombre des personnes arrêtées (13 152) ; le fait aussi que, pour la première fois, des femmes et des enfants étaient concernés. Pourtant, du 14?mai 1941 à la fin du printemps 1944, les rafles ont été nombreuses, sans pour autant laisser le même souvenir. Cette opération, entièrement conduite par la police française, laisse une trace indélébile, car elle fut surtout la démonstration du pouvoir de nuisance d’un corps de fonctionnaires ayant perdu tous ses repères. L’analyse de ce sombre épisode a pour fonction d’alerter les citoyens d’un pays libre sur les dérives d’un pouvoir fort. La première édition de ce livre est parue en 2002.
