L’efficacité de la microfinance, considérée comme mode de financement des exclus de la finance classique, peut être évaluée en terme de pérennité de financement et d’adéquation de celui-ci aux besoins des clients. Cette démarche quasi absente de la littérature est au centre de cette étude qui propose une relecture de la théorie financière des organisations. Grâce à l’approche qualitative, les rationalités des principaux stakeholders sont analysées et la pertinence relativement contextuelle des indicateurs de performance est discutée. L’approche quantitative tente de modéliser le comportement des emprunteurs et des prêteurs au Kivu en s’appuyant sur les données collectées auprès de 31 IMF (Institutions de microfinance) et 260 de leurs clients pour la période allant de 1996 à 2002. Il ressort de notre étude que trop peu d’indicateurs classiques sont compatibles avec les réalités du Kivu. Le ratio de liquidité immédiate et la caution solidaire sont peu significatifs. Seul le portefeuille à risque explique les contre-performances souvent enregistrées par les IMF. Il fournit des résultats (= 11 %) supéieurs aux normes thériques (5 % pour un PaR30) mais significatifs au Kivu dans la mesure oùles crénces irréouvrables ne sont pas exclues des prês en retard de paiement, base thérique de déermination du ratio. Les IMF dont le PaR30 déasse 20 % s’nlisent dans le rationnement de créit et finissent souvent par cesser tout octroi de créit. En rèle gééale, les IMF du Kivu ne mobilisent pas suffisamment l’éargne locale et n’ccèent pas aux fonds commerciaux. La restructuration de l’space microfinancier local passe par l’nstitutionnalisation des organisations qui fonctionnent de manièe professionnelle. Ceci leur permettra d’ccéer àl’éargne du public et au refinancement auprè des banques commerciales parfois en situation de sur-liquiditéfaiblement réunéé. Àcette occasion, tous les stakeholders peuvent tirer parti de l’inversion du cycle d’intermédiation financière (c’est-à-dire l’octroi des microcrédits plus rentables à partir des crédits bancaires à long terme) par les IMF. Nos investigations mettent enfin en exergue d’intéressantes pistes d’économies d’échelle à l’aide des fusions possibles entre quelques organisations de microfinance du Kivu.

This book examines engagements with financial services in contexts of conflict. Using Liberia and the Democratic Republic of the Congo as case studies, it explores informal financial and business strategies and how these shift during conflict. Through a combination of regression analyses and panel data modeling with fixed effects, the project research indicates that conflict has a stronger effect on the nature of demand for credit and savings services than it has on the actual performance of financial institutions. Le projet sur la base duquel ce livre a été produit a été financé par le Centre de Recherches pour le Développement International (CRDI) dans le cadre de son initiative de programme ‘mondialisation, croissance et pauvreté’. Des sujets relatifs aux questions de l’offre et la demande, des aspects institutionnels, de l’efficacité, du comportement des acteurs et de l’impact de la microfinance ont été abordé par le projet. These poor are excluded from the system because of the requirements imposed on them by that banking sector. The microfinance promise is to ensure that the excluded have access to financial products. Financial intermediation of microfinance through microcredit, micro-transfers, micro-saving and micro-insurance has gained popularity in the developing countries of the world during the past thirty years. For these countries the question is to determine the potential role of microfinance in reducing poverty and in strengthening economic growth. While a considerable amount of research has been undertaken in other parts of the world on these issues, there is a dearth of empirical knowledge in the Central African countries. This book 'Microfinance in Central Africa: The challenge of the excluded' presents results of empirical research concerning microfinance institutions in Central Africa. This books presents a theory of economic development very different from the "stages of growth" hypothesis or strategies emphasizing foreign aid, trade, or regional association. Leaving these aside, the author breaks new ground by focusing on the use of domestic capital markets to stimulate economic performance. He suggests a "bootstrap" approach in which successful development would depend largely on policy choices made by national authorities in the developing countries themselves. Central to his theory is the freeing of domestic financial markets to allow interest rates to reflect the true scarcity of capital in a developing economy. His analysis leads to a critique of prevailing monetary theory and to a new view of the relation between money and physical capital—a view with policy implications for governments striving to overcome the vicious circle of inflation and stagnation. Examining the performance of South Korea, Taiwan, Brazil, and other countries, the author suggests that their success or failure has depended primarily on steps taken in the monetary sector. He concludes that monetary reform should take precedence over other development measures, such as tariff and tax reform or the encouragement of foreign capital investment. In addition to challenging much of the conventional wisdom of development, the author's revision of accepted monetary theory may be relevant for mature economies that face monetary problems.
