RESUMEN: En las noticias generadas por los medios masivos de comunicación, en la variedad del espectro discursivo político –electoralista, oficialista o de oposición–, e incluso, en las charlas callejeras-informales, el tema de la seguridad pareciera consolidarse como uno recurrente en debate y preocupación general. Ante esto, la Dirección General de Postgrado y Relaciones Internacionales de la Universidad Nacional de Asunción, mediante su programa de formación en Maestría en Ciencias Sociales, Materia Seminario I, ha organizado siete (7) encuentros académicos a los que llamó: “Seguridad Pública-Ciudadana en Paraguay. Enfoques, saberes, debates y prácticas”. En aquellas jornadas, desarrolladas durante el mes de agosto de 2017, se ha debatido el hecho a través de diversas aristas, diferentes posiciones de análisis y, además, con un número considerable de expertos. La finalidad, u objetivo principal, fue el de construir un nuevo agregado de enfoques y temas a visibilizar que aporten de manera significativa, y poco convencional, a tal realidad que tan frecuentemente la vivimos. In this critique of privatization, Manning focuses on issues of free market theory and management practices such as total quality management that he believes are harmful to the traditional police mandate to control crime. He questions the appropriateness of strategies that emphasize service to consumers. For Forst, the free market paradigm and economic incentives do not carry the same stigma. He argues that neither public nor private policing should have a monopoly on law enforcement activities, and he predicts an even more varied mix of public and private police activities than are currently available. Following the two main sections of the book, each author assesses the other's contribution, reflecting on not just their points of departure but also on the areas in which they agree.

The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.
