RESUMEN: En las noticias generadas por los medios masivos de comunicación, en la variedad del espectro discursivo político –electoralista, oficialista o de oposición–, e incluso, en las charlas callejeras-informales, el tema de la seguridad pareciera consolidarse como uno recurrente en debate y preocupación general. Ante esto, la Dirección General de Postgrado y Relaciones Internacionales de la Universidad Nacional de Asunción, mediante su programa de formación en Maestría en Ciencias Sociales, Materia Seminario I, ha organizado siete (7) encuentros académicos a los que llamó: “Seguridad Pública-Ciudadana en Paraguay. Enfoques, saberes, debates y prácticas”. En aquellas jornadas, desarrolladas durante el mes de agosto de 2017, se ha debatido el hecho a través de diversas aristas, diferentes posiciones de análisis y, además, con un número considerable de expertos. La finalidad, u objetivo principal, fue el de construir un nuevo agregado de enfoques y temas a visibilizar que aporten de manera significativa, y poco convencional, a tal realidad que tan frecuentemente la vivimos. The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.

La seguridad pública como valor fundante de los cimientos del Estado de Derecho Democrático traduce dos atributos para su explicitación: su carácter ciudadano (convivencial) y su carácter jurídico (normativo); por ello los autores hablan traslativamente de seguridad ciudadana y seguridad jurídica. La seguridad pública es el ecuador democrático de dos plos de confrontaciones antijurídicas; el abuso del derecho y el abuso del poder. En su mérito la teoría jurídica desarrolla los límites y responsabilidades tipificadas ante el desorden individual y el desvío de la autoridad. Así, el orden público se erige como límite al accionar individual o convencional de la voluntad ciudadana, en tanto que la supremacía constitucional señala los límites dogmáticos del poder público como atributo de la autoridad.
