Malgré l’objectif affiché du gouvernement de réduire le déficit des comptes de la Sécurité Sociale en 2014 et de conduire celle-ci à l’équilibre en 2017, les déficits s’aggravent. Ils passeraient à 14,7 milliards en 2015 dont 10,5 milliards pour la seule branche maladie avec une hausse des dépenses de santé de 3,2 milliards. Dans ce cadre d’augmentation des dépenses de santé, l’optique, comme l’ensemble des secteurs liés à la santé, se caractérise, lui aussi, par une tendance à la hausse des dépenses avec une augmentation moyenne annuelle de +3,9% entre 2008 et 2012. Par ailleurs, en matière d’optique se pose la double question de l’accès de certaines catégories de personnes aux soins et des remboursements de soins. Bien que ne représentant que 3% du total de la consommation médicale en 2013, soit 5,74 milliards d’euros sur une masse de 190,25 milliards d’euros, l’importance de la part prise en charge dans les dépenses d’optique par les organismes complémentaires, tout comme l’extension de la complémentaire santé décidée par le gouvernement, ont amené celui-ci à décider de changer drastiquement les règles du jeu du secteur.
