The VGGT Popular Version for Communal Land Administration was developed to support the Parliament of Namibia in delivering training to traditional authorities and regional institutions to enhance their capacity to administer communal land within their jurisdictions. This was carried out in line with the Communal Land Reform Act, Act 5 of 2002 and the resolutions of the 2nd National Land Conference. The Popular Version outlines 14 pertinent land governance issues in Namibia’s communal areas. These issues which were validated by the MAWLR are discussed briefly and followed by identifying key messages of the VGGT that are relevant within the context of communal land administration in Namibia.

This paper assesses the nature of land administration service delivery in Nigeria using data collected from three sets of participants in land administration processes: 76 service providers, 253 beneficiaries, and 172 professionals. The data were collected from eight states selected from the six geopolitical zones of the country—Cross River, Benue, Bauchi, Ekiti, Enugu, Kaduna, and Lagos states, plus the Federal Capital Territory (Abuja). These were chosen because they are considered to have advanced land administration systems. Our findings show that land registration processes in Nigeria take a long time: nearly 80 percent of beneficiaries and 41 percent of professionals responded that land registration took more than two years to complete after first apply-ing. This difference between beneficiaries and professionals may stem from the fact that many professionals, who gener-ally are better educated, may know more about the application process than do beneficiaries and are able to navigate the process more efficiently. Land registration information guidelines seem to be rarely available to the public. Consequently, the dominant means of access to land administration institutions is through direct contact. Coordination among govern-ance structures put in place by states for land administration also was found to be poor, especially in Bauchi and Enugu states, where very low levels of cooperation on issues related to land administration reforms were observed.

Land administration has not any unique definition. The most commonly accepted definition of land administration is set out in the United Nations Economic Commission for Europe (UNECE) Land Administration Guidelines (1996) "Land administration is the processes of recording and disseminating information about ownership, value, and use of land when implementing land management policies. The objectives of the paper are to assess the indigenous common property grazing land management; to show the effectiveness of village by laws in sustainable management of grazing lands; the options of certifying grazing land holdings in Borena area, to scrutinize the effect of population growth in natural resource management; and to recommend on the problems that are found in the Borena grazing land management. To achieve those objectives I have used secondary as well as primary qualitative data. In general the findings of my paper are that Borena pastoralists have an effective traditional dispute settlement mechanisms as far as range land management is concerned. The other problem facing the Borena range land management system is construction of water points which has caused range land degradation. Bush encroachment is the other major treat to the Borena range land. The use of simple hand tools and chemicals are not solutions for the problem. The community had traditional knowledge to clear bush by using fire. The Borena communities are in need of certification. They are questioning the government why land certification is available only in highland areas. Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
