This paper assesses the nature of land administration service delivery in Nigeria using data collected from three sets of participants in land administration processes: 76 service providers, 253 beneficiaries, and 172 professionals. The data were collected from eight states selected from the six geopolitical zones of the country—Cross River, Benue, Bauchi, Ekiti, Enugu, Kaduna, and Lagos states, plus the Federal Capital Territory (Abuja). These were chosen because they are considered to have advanced land administration systems. Our findings show that land registration processes in Nigeria take a long time: nearly 80 percent of beneficiaries and 41 percent of professionals responded that land registration took more than two years to complete after first apply-ing. This difference between beneficiaries and professionals may stem from the fact that many professionals, who gener-ally are better educated, may know more about the application process than do beneficiaries and are able to navigate the process more efficiently. Land registration information guidelines seem to be rarely available to the public. Consequently, the dominant means of access to land administration institutions is through direct contact. Coordination among govern-ance structures put in place by states for land administration also was found to be poor, especially in Bauchi and Enugu states, where very low levels of cooperation on issues related to land administration reforms were observed.

Sub-Saharan Africa faces many development challenges, such as its size and diversity, rapid urban population growth, history of colonial exploitation, fragile states and conflicts over land and natural resources. This collection, contributed from different academic disciplines and professions, seeks to support the UN Habitat New Urban Agenda passed at Habitat III in Quito, Ecuador, in 2016. Resilience has become a very topical issue transcending many spheres and sectors of sustainable urban development. This book presents a resilience framework for sustainable cities and towns in Africa. The rise in informal settlements is due to the urban planning practices in most African cities that rarely reflect the realities of urban life and environment for urban development. There need is to seriously consider urban planning and design in order to come up with contemporary designs that are resilient to current urban challenges. There are major gaps in urban resilience building for instance in Harare and the local authority needs to prioritise investment in resilient urban infrastructure.

The purpose of this review is to assess the extent to which the research outputs of Flagship 5 of the CGIAR Research Program on Policies, Institutions, and Markets (PIM5) have been used to inform decisions and behaviors of representatives of government organizations, development agencies, researchers, donors, private firms, nongovernment organizations, and other users. The review addresses seven questions: 1. Who uses the outputs of PIM5, including general publications, journal articles, briefs, and other products? 2. Who uses the tools and games created and disseminated by the Flagship researchers? 3. Who attends the outreach events and capacity-building workshops organized by researchers involved in the Flagship? 4. How are the research outputs being used? What policies, programs, and strategies have been informed, and how? 5. For selected cases, what is the research-to-uptake process and how we can learn from it? 6. What are the key cases and impact pathways identified, and what can we learn from them? What are the promising pathways that we should explore further in the final 18 months of the program? 7. What are the gaps and missed opportunities for impact that we should explore in the final months of the program, or that should be considered in the One CGIAR? To address these questions, the review relied on bibliographic references; document download data; personal interviews; focus group discussions; and three different online surveys targeting researchers and their partners, as well as different types of end users. We used both quantitative and qualitative techniques to analyze these data. In this summary, we selectively discuss the review’s most important findings and recommendations.

Despite growing consensus on the socio-economic benefits emanating from enhanced land tenure security, issues related to how best to measure it and what constitute universal indicators of tenure (in)security are poorly understood. As a result, issues of what drives tenure security are poorly understood and inconclusive. This study, thus, examines the drivers of perceived tenure insecurity in Nigeria using the Nigeria LSMS-Panel General Household Survey of 2012/13. The determinants of perceive tenure insecurity are assessed across two indicators: private (idiosyncratic) tenure risk and collective (covariate) tenure security risk. The analysis shows that perceived risks of private land dispute are higher for female-headed households, households with lower social/political connectedness, and for land parcels acquired via the traditional/customary system, in contrast to having been purchased. Private tenure risk/insecurity is also higher in communities with vibrant land market and for households that are located close to urban centers, while the opposite is the case in communities with relative ease of land access. On the other hand, collective tenure risk is lower in communities with improved economic status. Finally, signifying the need to account for intra-household dimensions in implementing land reform interventions, results from a more disaggregated analysis show that tenure security is relatively higher on female-managed plots of female-headed households, while the opposite is the case for female-managed plots of male-headed households.

Urban and peri-urban land markets in rapidly expanding West African cities operate within and across different coexisting tenure regimes and involve complex procedures to obtain or make land available for housing. Because a structured framework lacks for the analysis of such systems, this book proposes a systemic approach and applies it to Bamako and its surrounding areas. The framework revolves around the description of land delivery channels: starting from the status of tenure when the land is first placed in circulation for residential use, it identifies the processes whereby tenure can be improved, the types of transactions that take place along the way, and interactions between land delivery channels. The analysis of the system shows that land is initially provided through a customary land delivery channel--which predominates in peri-urban areas where land is being transformed from agricultural to residential use--and through a public and para-public channel, which involves the administrative allocation of residential plots to inhabitants and the transfer of land to developers. These two channels feed into the formal private channel which delivers serviced plots with ownership title at much higher prices. Plots in the various channels may be traded successively, with a degree of informality varying according to tenure, legality and registration of transactions. Whereas the development of the formal market is hindered by structural factors, the informal land market provides little tenure security. Targeted towards low and middle-incomes, it also attracts wealthy and well-connected buyers who have access to information and administrative and political power and can more easily formalize tenure. The sustained increase in land prices, numerous conflicts over land, high transaction costs and time-consuming formalization procedures, together with the involvement of a large number of stakeholders, combine to reduce affordability significantly and make access to secure land very difficult for the urban poor.
