Despite growing consensus on the socio-economic benefits emanating from enhanced land tenure security, issues related to how best to measure it and what constitute universal indicators of tenure (in)security are poorly understood. As a result, issues of what drives tenure security are poorly understood and inconclusive. This study, thus, examines the drivers of perceived tenure insecurity in Nigeria using the Nigeria LSMS-Panel General Household Survey of 2012/13. The determinants of perceive tenure insecurity are assessed across two indicators: private (idiosyncratic) tenure risk and collective (covariate) tenure security risk. The analysis shows that perceived risks of private land dispute are higher for female-headed households, households with lower social/political connectedness, and for land parcels acquired via the traditional/customary system, in contrast to having been purchased. Private tenure risk/insecurity is also higher in communities with vibrant land market and for households that are located close to urban centers, while the opposite is the case in communities with relative ease of land access. On the other hand, collective tenure risk is lower in communities with improved economic status. Finally, signifying the need to account for intra-household dimensions in implementing land reform interventions, results from a more disaggregated analysis show that tenure security is relatively higher on female-managed plots of female-headed households, while the opposite is the case for female-managed plots of male-headed households.

Research since the 1990s highlights the importance of tenure rights for sustainable natural resource management, and for alleviating poverty and enhancing nutrition and food security for the 3.14 billion rural inhabitants of less-developed countries who rely on forests and agriculture for their livelihoods. The specific rights or combination of rights held by an individual, household, or community affects whether they have access to land and resources, as well as how those can be used and for how long. Equally important is the degree to which landholders perceive their tenure to be secure. Landowners are more likely to engage in land and resource conservation if they perceive that the likelihood of losing their land or resource rights is low. Between 2013 and 2021, the CGIAR Research Program on Policies, Institutions, and Markets (PIM) supported researchers to explore the drivers of tenure insecurity and their consequences, as well as mechanisms that can enhance tenure security. Their work focused on rights held by individuals and households, as well as collectively held rights. Studies found that tenure insecurity has a variety of negative consequences for natural resource management, agricultural productivity, and poverty reduction, but the sources of tenure insecurity differ for men and women, and for individual, household, and collective lands. Statutory recognition of customary rights, multistakeholder processes (MSPs) such as for land use planning, and organized social alliances such as Indigenous peoples’ groups have emerged as important mechanisms for securing rights or enhancing access to collectively held lands. Long-term partnerships, ongoing engagement, and training for actors at multiple scales increase the likelihood of successful implementation of tenure reforms. Further research on tenure security can contribute to achieving the Sustainable Development Goals, especially by clarifying how customary tenure can provide security and how tenure affects decision-making in multistakeholder platforms.

The impact of land tenure systems in developing countries on agricultural investment and productivity continues to be the subject of intense scrutiny. This paper looks at land policy reforms with emphasis on lessons from Africa south of the Sahara (SSA). Food security crises in developing countries in the past decades have revived the debate about whether land tenure systems constrain farmer innovation and investment in agriculture. Changes in tenure systems can potentially have major implications for agricultural transformation. This chapter summarizes the arguments about how best to provide land tenure security in SSA and reviews recent experience and evidence arising from innovative interventions, with implications for other developing regions as well. The paper examines the role of land access in youth migration and employment decisions using a two wave panel data set from the Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA) from Nigeria. Overall, the findings show that the size of expected land inheritance is significantly and negatively associated with long distance migration and migration to urban areas, while a similar impact is negligible when a broader definition of migration is adopted and when migration is deemed as temporary. A more disaggregated analysis by considering individual characteristics of the youth shows that results are more elastic for older youth and those that are less educated, while we find no difference when comparisons are made by gender. Similar analysis on the influence of land access on youth employment choices shows strong evidence that the larger the size of the expected land inheritance the lower the likelihood of the youth being involved in non-agricultural activities and a higher chance of staying in agriculture or the dual sector. The results further reveal that youth in areas with a high level of agricultural commercialization and modernization seem to be more responsive to land access considerations in making migration and employment decisions than are youth residing in less commercialized areas. Finally, the results from the differential analysis suggest that rural-to-urban migration and the likelihood of youth involvement in the dual economy is more responsive to the size of the expected land inheritance for less educated youth as compared to more educated ones.

Dans les pays les moins développés, 3,14 milliards de personnes dépendent de l’agriculture et des fo-rêts pour leur subsistance (Tseng et coll., 2020). Depuis les années 1990, la recherche a souligné l’im-portance des droits fonciers pour ces fragments de la population, tant pour la gestion durable des res-sources naturelles et l’allègement de la pauvreté que pour l’amélioration de l’alimentation et de la sécu-rité alimentaire. Les droits particuliers, ou la combinaison des droits, d’un individu, d’un ménage ou d’une communauté affectent leur capacité à accéder à la terre et aux ressources et la manière dont ces terres et ressources peuvent être utilisées et sur quelle durée (Larson et Springer, 2016). Tout aussi important est le sentiment de sécurité des droits fonciers comme perçu par les propriétaires. Ceux-ci sont en effet plus susceptibles de s’engager dans la conservation des terres et des ressources s’ils ju-gent peu probable de perdre leurs droits sur les terres ou les ressources (Robinson et coll., 2018). Entre 2013 et 2021, des chercheurs soutenus par le Programme de recherche du CGIAR sur les poli-tiques, institutions et marchés (PIM) ont exploré les moteurs et les conséquences de l’insécurité fon-cière ainsi que les mécanismes permettant d’améliorer la sécurité foncière. Leurs travaux ont porté sur les droits détenus par les individus, les ménages et les collectivités. Cette note d’orientation présente les principaux résultats de ces recherches sur la sécurité foncière et les réformes politiques visant à renforcer les droits des petits propriétaires et des communautés.
