Instigados pelo boom das commodities, governos progressistas que chegavam ao poder na América Latina no início do século XXI enxergaram na intensificação da exploração de bens naturais com vistas à exportação uma forma eficaz de enfrentar a crise econômica — e de enfim alcançar o sempre distante objetivo de desenvolvimento de suas respectivas nações. Como nos mostra a socióloga argentina Maristella Svampa neste livro, a consequente intensificação da espoliação da natureza demandada por esse modo de produção logo fez com que, em nome do "progresso" e do "desenvolvimento nacional", esses mesmos governos não titubeassem em violar direitos humanos e em pôr em risco patrimônios ecológicos. Contudo, essa nova dinâmica das lutas socioambientais acabou servindo de caldo de cultura para uma nova matriz de resistência social cuja preocupação central é a defesa da terra e do território sustentada por valores ambientalistas, autonomistas, indígenas, comunitários e feministas. *** No começo do século XXI, as economias latino-americanas se viram enormemente favorecidas pelos altos preços internacionais dos produtos primários (commodities) e começaram a viver um período de crescimento econômico. Essa nova conjuntura coincidiu com uma época caracterizada por intensas mobilizações sociais e pelo questionamento do consenso neoliberal e das formas mais tradicionais de representação política. Posteriormente, em diversos países da região, o ciclo de protestos foi coroado pelo surgimento de governos progressistas, de esquerda ou centro-esquerda, que, apesar das diferenças, combinaram políticas econômicas heterodoxas com a ampliação do gasto social e a inclusão por meio do consumo. Teve início então o que foi denominado de ciclo progressista latino-americano, que se estendeu pelo menos até 2015-2016. Durante esse período de lucro extraordinário, para além de referências ideológicas, os governos latino-americanos tenderam a dar ênfase às vantagens comparativas do boom das commodities, negando ou minimizando as novas desigualdades e assimetrias econômicas, sociais, ambientais ou territoriais proporcionadas pela exportação de matérias-primas em grande escala. Com o passar dos anos, todos os governos latino-americanos, sem exceção, possibilitaram a volta com força de uma visão produtivista do desenvolvimento e buscaram negar ou encobrir as discussões acerca das implicações (impactos, consequências, danos) do modelo extrativista exportador.
