This book explores distinct forms of civil resistance in situations of violent conflict in cases across Latin America, drawing important lessons learned for nonviolent struggles in the region and beyond. The authors analyse campaigns against armed actors in situations of internal armed conflict, against private sector companies that seek to exploit natural resources, and against the state in defence of housing rights, to cite only some scenarios of violent conflict in which people in Latin America have organized to resist imposition by powerful actors and/or confront violence and oppression. This book assesses the construction, operation and effects of the international protection regime for human rights defenders, which has evolved significantly over the last twenty years in response to the risks people face as they promote and protect human rights. Drawing upon the experiences of human rights defenders who continue to persevere in their activism in Indonesia, Egypt, Kenya, Mexico and Colombia, this edited collection examines the ways in which formal protection mechanisms by state and civil society actors intersect with self-protection measures and informal protection initiatives by families and friends. It highlights that protection practices are most effective when they are designed to address the specific risks that human rights defenders face (which are gendered and intersectional); reflect how defenders understand ‘risk’, ‘security’ and ‘protection’; and are appropriate for the dynamic sociopolitical and legal contexts in which defenders operate. They also informed a Global Action Plan and served as a basis for the Latin American and Caribbean Platform for Conflict Prevention and Peace Building, created in October 2004.

Ello es el diagnóstico y punto de partida de este libro.Desde un estudio crítico de unas experiencias de evaluación desarrolladas en América Latina, pero también en Mongolia y en Sudáfrica, los autores invitan a reflexionar sobre la pertinencia y la utilidad de la evaluación. También, plantean algunas recomendaciones para que la evaluación sea una verdadera herramienta al servicio de los cambios institucionales.El libro insiste, en particular, en una evaluación pluralista que integre tanto a los actores que conciben las políticas públicas como a los sectores de la población beneficiarios de ellas.
