Excerpt from For Better Relations With Our Latin American Neighbors: A Journey to South America No small part of the work of the Division of Intercourse and Education of the Carnegie Endowment for International Peace is done through the medium of international visits by representative men. Experience has already confirmed the reasonable assumption that such visits are useful, and in high degree helpful, in building up a spirit of international friendship and in developing international understanding. A careful reading of Mr. Robert Bacon's Report of the details of his trip to South America in the summer and autumn of 1913 will show precisely how such visits as his contribute to the peace and good order of the world. National ideals and national policies are carefully and sympathetically explained, not only to leading personalities in the countries visited, but also to large and representative audiences of teachers, merchants and men of affairs. The newspaper press is almost uniformly interested and helpful on occasions of this kind, and the visitor of distinction and of public service at home is made cordially and warmly welcome. It is in high degree important to multiply such visits on the part of representative men in the various American republics. The barrier of language will be broken down, or surmounted, as a knowledge of English becomes more widespread in the South American countries, and as the ability to read, to speak and to write Spanish increases in the United States. Bonds of a common interest in finance and in commerce are already being forged between the peoples of the several American republics. These bonds will be followed and strengthened by others in due time. There will thus be developed a genuine American public opinion and a genuine American understanding and point of view, that will be common alike to the people of the United States and to those of the other republics to the south. In order that Mr. Bacon's Report may most effectively accomplish its purpose, it is now published in two editions, an English edition for circulation among English speaking people, and a Spanish and Portuguese edition for circulation in Latin America. This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.

Soon after the American Revolutionary War, the new nation needed to build a solid relationship with Latin American countries in order to survive. The apex of hemispheric relations was not reached until World War II, when the area witnessed an unprecedented level of cooperation and mutual collaboration. This era ended with the onset of the Cold War, when the competition between capitalism and communism was fought by proxy throughout the developing world, adversely affecting the ability of Latin American nations to develop independent identities or thriving economies. Brewer argues that the events of 9/11 changed this relationship very little. Indeed, many of the issues that have long plagued U.S.-Latin American relations are returning as the United States focuses on the War on Terror in the Middle East and neglects its southern neighbors.

After a not-so-brief absence from South America, I returned and picked-up exactly where I had left off, exactly where I’d begun originally: in smoggy Lima. Only this second time, I angled north: for the equator. The north of Peru is strikingly different from the south and yet again, like once before, I struck-up the most interesting acquaintanceships in a Plaza de Armas. Ecuador came next: there I discovered the whole continent in miniature, but nothing except tourist gimmicks to delay me. I crossed the next border with rare trepidation because the land of coffee, cartels, and cocaine -Colombia- was enjoying such an unsavory reputation. But it proved one of the most extraordinary countries that I've ever set-foot-in. My heart had never felt so heavy as when I took the first step into Venezuela. There I could have lingered longer, visited more places, but a strike paralyzed the cities and it had seemed prudent to leave while I could. Panama: getting in was a lot more exciting than being in. Nicaragua: tiny islands half-lost far-off at sea. Honduras: good roads and donuts. El Salvador: a tragic country whose people have suffered through everything yet refuse to give-in to despair. Guatemala, everybody’s favorite corner of Latin American: Antigua, Chichicastenango and El Mirador. Big Mama on Caye Culker, Belize. Mexico: too many kilometers on too many buses in too few days. Travelogue02 swings through every country south of the Rio Grande, eighteen in all, except the Guianas. The author is nobody special — he’s just of a new breed of travel writers.
