Prinsip-prinsip Iḥyā’ al-Mawāt memiliki kesinambungan yang erat dengan Undang-Undang Pokok Agraria secara kontekstual dalam hal dapat memberikan dampak ekonomi pada tingkat kesejahteraan masyarakat miskin melalui berbagai pola hak penguasaan atas tanah yang diberikan oleh pemerintah secara legal. Terdapat banyak hadis yang sering menyebutkan kata al-Arḍ dengan makna yang dikonotasikan pada pengelolaan/penghidupan (Iḥyā’) dan yang dikaitkan dengan kepemilikan. Terma Iḥyā’ al-Mawāt terdiri dari dua kata penting yaitu Iḥyā’ dan al-Mawāt. Al-Ḥayy (hidup) identik dengan al-Mayyit (mati) sebagaimana dalam QS. Al-Baqarah ayat 179. Adapun kata al-Mawāt secara bahasa adalah ‘tanah telah mati, jika tanah itu kosong dari bangunan dan tempat tinggal, tanah yang tidak ada pemiliknya, tanah yang tidak satu pun orang yang memanfaatkannya, tanah yang tidak ditanami tumbuh-tumbuhan, dan tanah yang tidak diolah. Reforma agraria mengalami reduksi makna dan nuansa. Mohammad Shohibuddin berpendapat bahwa salah satu manifestasi dari reduksi tersebut adalah fokus pembaruan reforma yang hanya berpusat pada tanah (land centered). Kebijakan yang terkait dengan investasi pada industri, terkadang memberi peluang pada para pengembang untuk mengabaikan hak-hak pemilik tanah, bahkan mendorong terjadinya spekulasi dalam jual-beli tanah. Hal ini menjadi salah satu alasan tidak proporsionalnya konversi lahan pertanian menjadi lahan perkotaan dan industri. Akibat lain dari spekulasi ini adalah banyak lahan pertanian yang menjadi terlantar. Ketika Nabi Muhammad hijrah ke Madinah, kebijakan ekonomi yang dilakukan adalah membagi tanah/lahan pertanian atau perkebunan milik kaum Anshar kepada kaum Muhajirin yang baru tiba ke Madinah. Hal itu dilakukan oleh Nabi karena secara ekonomi kaum Muhajirin sudah tidak memiliki kekayaan sedikitpun meski sebelumnya mereka termasuk orang-orang yang terpandang secara ekonomi (kaya). Pembagian tanah/lahan tersebut adalah supaya kaum Muhajirin dapat menghidupi dirinya sendiri di wilayah baru. Pembagian tanah secara cuma-cuma adalah tahap pertama dalam membangun perekonomian Madinah secara keseluruhan, oleh karenanya terdapat hadis tentang pelarangan aktivitas kontrak/perjanjian/akad mushārakah dan muzāra‘ah diantara kaum Anshar dan kaum Muhajirin.
