Au moment où les Vingt-Sept préparent un traité sur le fonctionnement de l'Union européenne pour remplacer le projet de constitution rejeté par certains États membres, il convient de retracer et d'analyser les nombreuses mutations qu'ont connues les institutions européennes dans le passé. Ainsi, dès 1949 et la création du Conseil de l'Europe, la coopération intergouvernementale pratiquée par celui-ci déçoit. Six pays d'Europe occidentale inventent alors les Communautés supranationales, à partir de 1950.
