Au moment où les Vingt-Sept préparent un traité sur le fonctionnement de l'Union européenne pour remplacer le projet de constitution rejeté par certains États membres, il convient de retracer et d'analyser les nombreuses mutations qu'ont connues les institutions européennes dans le passé.
