Dans l'analyse regionale les interrelations socio-culturelles, en particulier le lien psychologique de l'homme a son espace, revetent une importance fondamentale. De meme le developpement local implique desormais une extension du pouvoir regional car la region est aussi percue comme une communaute sociale et culturelle qui aspire a s'autogouverner. Depuis 1945 la population germanophone et latine a lutte pour son autonomie. Un premier statut a ete insuffisamment applique. Le second statut d'autonomie en vigueur depuis 1972 donne aux minorites germanophones et ladines un large pouvoir d'auto-gouvernement. La premiere partie de l'ouvrage (1-145) presente le cadre territorial et les racines ethniques et historiques du particularisme sud-tyrolien. La deuxieme partie etudie les deux statuts d'autonomie successifs et leur application (p. 145-340). La troisieme analyse la politique d'autodeveloppement et ses resultats dans les domaines de l'amenagement regional, de l'agriculture, du tourisme, de l'industrie, de l'action culturelle et de la protection de la montagne (p.340-591). Le haut adige - tyrol du sud connait un developpement original. L'agriculture a reussi sa modernisation sans depeuplement de la montagne. La province est la premiere region touristique des alpes italiennes. Mais les relations entre les groupes linguistiques restent delicates.

This book sets out to try to understand why segregated schooling still exists, especially in northern Italy in South Tyrol where they practice ‘separate but equal’ education. Supported by the UN, the Austrian and Italian governments, the province is considered a ‘peace model’ due to its consociational approach to dealing with the region’s Nazi and Fascist past, which has led to a ‘negative peace’. The autonomy statutes, which derived from this ‘peace’, resulted in an education system that is linguistically segregated for the purposes of protecting South Tyrol’s ethnolinguistic minorities. Broken into two parts, the book begins with the background history of the province, before describing the region’s geographical layout, demographics, local identity, and its three-part schooling system. By examining responses to South Tyrol’s education system, and its impact on local group dynamics, this book explores the implications that segregated schooling may have on second language acquisition. This case study will be of interest to students and scholars of Italian studies, anthropology, linguistic ethnography, sociolinguistics, and second language education.

LeTyrol du Sud ou Haut Adige est une province autonome de l'Italie. La première partie de cette thèse offre un panorama des caractéristiques physiques de cette région de montagne, de l'histoire récente et de ses particularités culturelles. Le Tyrol du Sud, de langue allemande, a été séparé du Tyrol en 1919 et rattaché à l'Italie. Les tentatives d'italianisation forcée du régime fasciste de Mussolini ont contribée à relancer un fort sentiment identitaire, sanctionné après la seconde guerre mondiale par un statut de large autonomie. La seconde partie de la thèse s'attache à mettre en relation le développement historique du tourisme dans sa relation avec la forte identité revendiquée des sud-tyroliens. Cette identité, outre ses fondements historiques, s'appuie sur le système foncier du "maso chiuso- geschlossener hof" qui réserve l'intégralité des exploitations agricoles à un seul héritier. A la classe des paysans-propriétaires a été confiée la mission de conserver le paysage et les traditions: langues, fêtes et vêtements. Le tourisme, développé pour des raisons économiques, utilise l'identité et les particularismes sudtyroliens, et réagit de facon ambigüe sur leur évolution. Entre Italie et monde germanique, les tyroliens du Sud offrent aux touristes allemands l'image d'un "midi" (soleil, vignes et vergers en vallée) encore germanique, et aux italiens une montagne alpine tellement différente... la construction identitaire du Tyrol du Sud se poursuit dans la relation toujours réinventée entre la paysannerie et le tourisme.
