A l’heure où notre société s’interroge sur son mode d’urbanisation comme sur ses structures étatiques, l’auteur nous propose une remise en cause fondamentale des analyses traditionnelles de la politique urbaine française. Loin d’être le produit des « tares bureaucratiques » inhérentes à « l’esprit français », la ségrégation sociale de l’espace, la crise des centres urbains que tous les responsables politiques s’accordent aujourd’hui à dénoncer ne peuvent s’expliquer scientifiquement que par la mise en évidence des liens unissant l’État capitaliste français et les grands groupes industriels et financiers qui ont modelé notre espace territorial en fonction de leurs intérêts de classe. Au-delà d’une analyse concrète de la politique urbaine française de ces vingt dernières années, c’est donc une nouvelle analyse de l’État que nous propose l’auteur, analyse qui se veut avant tout « matérialiste » et, par là même, opposée à toute problématique fonctionnaliste ou structuraliste qui isole la sphère politique et la sphère économique et « oublie » que la politique c’est aussi le lieu de la lutte des classes.
