La transparence administrative et l’accès à l’information sont devenus quasi incontournables dans les pays démocratiques que ce soit pour accroître la confiance des citoyens ou pour faciliter leur participation à la vie politique. Pourtant, si pratiquement nul ne se risque à critiquer ce principe, la réalité de son application diffère considérablement d’un pays à l’autre avec des résistances de la part des administrations, un usage parfois faible de la part des ayants-droits mais aussi des effets inattendus comme une réduction de la confiance. Cet ouvrage discute de la transparence en trois parties: la situation en Suisse, celle dans l’Union européenne et dans plusieurs pays de par le monde et finalement l’analyse de problèmes particuliers liés à l’application de ce principe. Depuis ses débuts, lOrganisation des Nations Unies a publié une série de principes et recommandations internationaux concernant les recensements de la population et des logements, afin daider les bureaux nationaux de statistique et les responsables du recensement dans le monde entier à planifier et effectuer des recensements de qualité et rentables. La première série de principes et recommandations concernant les recensements de la population et des logements a été publiée en 1958 à la demande de la Commission de statistique de lOrganisation des Nations Unies pour répondre à la nécessité délaborer des normes internationales et en tant que fondement du premier Programme mondial de recensements de la population et des logements. Bien que ces recommandations aient évolué avec le temps pour se conformer aux pratiques actuelles et aux besoins nationaux, elles fournissent en général des orientations sur les principales caractéristiques des recensements de la population et des logements, des renseignements généraux sur les activités de recensement, des méthodes et des conseils plus précis sur le contenu des recensements. Cette présente révision a été conçue afin daider à effectuer la série de recensements de la population et des logements de 2020.
