Since the withdrawal of Soviet forces from Afghanistan in 1989 and the subsequent break-up of the Soviet Union in 1991, Central Asia has been undergoing considerable political, social, and economic change. In a Leon B. Poullada Memorial Lecture delivered at Princeton University in 1993, R. D. McChesney examined the historical roots of a number of the issues confronting the region today. Here, in a revised version of the lectures, he presents some of Central Asia's enduring realities and the institutions that have been found to best address them. There are four overlapping contexts: geographical/spatial, economic, social, and political. He discusses the way in which problems and issues within these four contexts have been perceived and articulated and how different, particularly "Central Asian," ways of coping with those issues have evolved.

The notion of Central Asia emerged at a late stage, replacing that of “Tartary”, often associated with the Mongol Terror, in 1825 only. Two twentieth-century archaeological currents profoundly contributed to the revival of studies on this region: the French school led by the Délégation archéologique française en Afghanistan, and the Soviet school characterized by large multidisciplinary expeditions. The rediscovery of the region’s two main languages, Sogdian and Bactrian, has significantly furthered research on this cultural area encompassing Turkmenistan, Uzbekistan, Tajikistan, Kazakhstan, Kirghizstan and Afghanistan.

This handbook is the first collection of comprehensive teaching materials for teachers and students of Central Asian Studies (CAS) with a strong pedagogic dimension. It presents 22 chapters, clustered around five themes, with contributions from more than 19 scholars, all leading experts in the field of CAS and Eurasian Studies. This collection is not only a reference work for scholars branching out to different disciplines of CAS but also for scholars from other disciplines broadening their scope to CAS. It addresses post-colonial frameworks and also untangles topics from their ‘Soviet’ reference frame. It aims to de-exoticize the region and draws parallels to European or to historically European-occupied territories. In each chapter, the handbook provides a concise but nuanced overview of the topics covered, in which way these have been approached by the mainstream literature, and points out pitfalls, myths, and new insights, providing background knowledge about Central Asia to readers and intertwine this with an advanced level of insight to leave the readers equipped with a strong foundation to approach more specialized sources either in classroom settings or by self-study. In addition, the book offers a comprehensive glossary, list of used abbreviations, overview of intended learning outcomes, and a smart index (distinguishing between names, locations, concepts, and events). A list of recorded lectures to be found on YouTube will accompany the handbook either as instruction materials for teachers or visual aids for students. Since the authors themselves recorded the lectures related to their own chapters, this provides the opportunity to engage in a more personalized way with the authors. This project is being developed in the framework of the EISCAS project (www.eiscas.eu), co-funded by the Erasmus + Program of the European Union.

The global attention that has focused on the energy resources of Central Asia has tended to obscure the real security issues affecting this vital region. According to this analysis, the eight new states to the east and west of the Caspian Sea face major challenges as fledgling sovereignties seeking to carve new national identities and sustain their legitimacy as they shed their legacy as former Soviet states. The involvement of diverse nations in the exploitation and export of Caspian oil offers the best hope of stability in the region, although the fear that a single external power might gain monopolistic control over these coveted resources is an issue of major concern. Any economic or social breakdown in the region is likely to create a dangerous power vacuum, since the states are surrounded by three current nuclear powers and another aspiring nuclear power. These Central Asian states share several characteristics with the Gulf states and like them are exploring avenues for intra-regional cooperation and integration. The Gulf states are therefore poised to play a unique role in the development of the strategic Central Asian region with which its destinies have historically been linked.

Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the Caucasus and Central Asia (CCA) countries transition to a market economy by tracing the impact of natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed deployment of energy. Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

During the darkest days of the Second World War a select group of people gathered together in Mayfair to listen to a series of secret lectures organised by the Royal Central Asian Society (now the Royal Society for Asian Affairs). Lecturers and their hand-picked audience examined fast-moving events in the Middle East, Persia and Russia with the intention to propose strategies for Britain's post-war international role. The lecturers were chosen for their inside knowledge of these countries: a British General who had visited Russia's front-line held against the German invasion; an RAF officer who was in Iraq during the pro-German coup by Rashid Ali, and the subsequent defence of the Habbaniya air base; a Persian-speaking British diplomat stationed in Teheran; a Mancunian of Lebanese descent who spoke frankly about Arab hopes and fears; a Home Officer advisor sent to Moscow to inspect its fire-watching arrangements; and a Polish countess forcibly transported to a collective farm in Siberia, among others. Secrecy surrounded these lectures many of the scripts were marked 'Secret' or 'Confidential'; they were not published in the Society's Journal, and the audience was warned not to reveal the topics discussed outside the Clarges Street premises. The discussions which followed the lectures were held in the knowledge that frank views could be freely expressed, and are included in this volume. Although so much has changed in the international arena, these seventy-year old lectures, only recently rediscovered in the Society's Archives, have a peculiar poignancy and relevance in understanding today's unquiet Middle East and how war-time events and strategies were to shape post-war policy with regard to Arab nationalism and Arab unity.
