As part of its mandate to provide the Congress with the objective, timely, and nonpartisan analysis needed to make informed economic and budgetary decisions, the Congressional Budget Office (CBO) prepares cost estimates for legislation under consideration by the Congress. In recent years, a number of legislative proposals have involved efforts to restrict emissions of greenhouse gases in the U.S. To estimate the budgetary impact of such proposals, CBO must first estimate the incremental costs to firms and households of mitigating greenhouse gases. This report briefly describes the methodology that CBO uses to estimate those incremental costs, the data sources and models used to develop that methodology, and the rationale for using it.

Federal policymakers have long been concerned about the impact of manmade carbon dioxide (CO2) emissions on global climate change. To address these concerns, Congress has been debating a range of potential initiatives for reducing atmostpheric CO2 from U.S. sources. Legislative proposals would seek to limit U.S. CO2 emissions to specific (historical) levels through emissions caps, carbon taxes, or other regulatory mechanisms. Many of these proposals dictate or anticipate a declining long-term trajectory for annual U.S. carbon emissions. The most prominent CO2 proposals seek reductions of nationwide CO2 emissions to 1990 levels or lower by 2030. This book examines key uncertainties associated with CO2 emissions abatement measures, with a focus on available and emerging technologies, and new source review permits.

Pages 3 to 7 of this report discuss the Commission's communication on reducing the climate change impact of aviation. Although fuel efficiency of aircraft has increased by more than 70 per cent over the past 40 years, this has been more than offset by the even higher growth in traffic. Whilst the Community's total emissions of greenhouse gases controlled under the Kyoto protocol fell by 5 per cent between 1990 and 2003, those from international aviation increased by 73 per cent. Aviation, though, remains largely outside the measures which have been taken to reduce greenhouse gas emissions. The Commission proposes including aviation within the Community's emissions trading scheme, and will introduce legislative proposals to this effect by the end of 2006. The Committee recommends the communication for debate in European Standing Committee A.
