Legitimizing Authority places the American state apparatus back in the foreground to rethink the development of the country's government in the context of its unfulfilled promise of equality. The book argues that the tensions between calls for equality and the simultaneous tolerance of inequality have accompanied the rise of modern mass society and, with it, of liberal democracy. Vormann and Lammert emphasize that government has played and continues to play a decisive role in calibrating the relationship between the interior and the exterior of the nation, moving between an extractive state, a taxation state, and a welfare state over time in order to expand social access and political participation inside the national community - while tolerating conditions that continue to belie the historical promise of equality. The authors draw on a range of literatures that transcend disciplinary boundaries to reveal how exploitative practices have been accepted. They conclude that the democratic crises of the present must be comprehended through understanding how legitimation was always maintained by a state apparatus active at multiple scales and in multiple policy fields. In 2006, Hizbullah operatives captured two Israeli soldiers in a cross-border attack, prompting a 34-day war in which neither Israel nor Hizbullah emerged victorious. Yet despite Hizbullah's instigation of the war, Sayyid Hassan Nasrallah, Secretary-General of Hizbullah, largely retained both his popular appeal and his legitimacy during and after the conflict. Noting this paradox, I examine how Nasrallah maintained his legitimacy, defined as having an accepted claim to authority, throughout and after the war. To do so, I perform content analysis on the seven major speeches that Nasrallah delivered during the war in order to answer the following question: How did Nasrallah utilize rhetoric to maintain his legitimacy as Hizbullah's leader throughout the 2006 war between Israel and Hizbullah? I then draw upon these observations to discuss my subsidiary research question: How does having a better understanding of political rhetoric, particularly in terms of Hizbullah, affect U.S. policies towards the Middle East, and specifically in Lebanon? I argue that Nasrallah framed his message in these speeches using three particular themes: the "us versus them" narrative; the fulfillment of a divinely inspired mission, also known as the NasR ilaahi, or the divine triumph theme; and Hizbullah's role as the protector of the Lebanese and the Palestinians. In tandem with Hizbullah's self-identification as a resistance movement, I show that Nasrallah continuously qualified Hizbullah's mission as defensive. I also demonstrate that Nasrallah chose his words to foster a sense of community and common purpose. Additionally, I note that he often appealed to values widely held through the Arab world, including the sense of karaama, or dignity, and taDaamun, or solidarity, in his remarks. To answer the second question, I review current U.S. policies towards Lebanon and note the ways in which these policies may not resonate with the Lebanese population. I argue that current U.S. policies, which focus on supporting the Lebanese Armed Forces, the Internal Security Forces, developing stronger civil society, and promoting democratization, do not counter Hizbullah's power partly because U.S. public diplomacy initiatives do not take Nasrallah's rhetoric and legitimacy into account.

Since the victory of the 1949 revolution the incumbency of the Chinese Communist Party has been characterized by an almost relentless struggle to legitimize its monopoly on political power. During the Mao era, attempts to derive legitimacy focused primarily on mass participation in political affairs, a blend of Marxist and nationalist ideology, and the charismatic authority of Mao Zedong. The dramatic failure of the Cultural Revolution forced the post-Mao leadership to discard these discredited paradigms of legitimacy and move towards an almost exclusively performance based concept founded on market economic reform. The reforms during the 1980s generated a number of unwelcome but inevitable side effects such as official corruption, high unemployment and significant socio-economic inequality. These factors culminated ultimately in the 1989 demonstrations in Tiananmen Square and throughout China. Since Tiananmen the party has sought to diversify the basis of its legitimacy by adhering more closely to constitutional procedures in decision making and, to a certain extent, by reinventing itself as a conservative nationalist party. This probing study of post-communist revolution Chinese politics sets out to discover if there is a plausible alternative to the electoral mode or if legitimacy is the exclusive domain of the multi-party system.
