Multiple shocks and stresses, such as climate change, pandemics and conflicts, have disrupted global agrifood systems, affecting food security, nutrition, and livelihoods. The COVID-19 pandemic, in particular, emphasized the urgent need for local governments to strengthen food system resilience to withstand health, climate, and economic challenges. In this context, the FAO conducted a global study to assess how food system actors have perceived recent shocks and stresses on their food systems; to identify collective actions and public policies in response, including the role of local governments and food system actors; and to offer insights into enhancing food system resilience in city regions across the world. This synthesis report presents an overview of the key results, conclusions and the way forward.

The City Region Food Systems (CRFS) programme is a global initiative of FAO and RUAF that aims to support national and local governments and local food actors to build resilient city region food systems by strengthening rural–urban linkages and improving the resilience to climate and pandemic risks. This Handbook is designed for technical staff in local and national institutions, and practitioners in cities/city regions that are implementing the city region food system (CRFS) assessment and planning process. Its purpose is to help familiarizing with the CRFS approach and key terminology, and guide the implementation of an assessment and planning following different steps and modules. The Handbook is intended to be used in conjunction with the online Toolkit, which contains supplementary explanations, how-to tools, training materials, technical examples, and workshop resources related to activities within each project module. There is enormous current interest in urban food systems, with a wide array of policies and initiatives intended to increase food security, decrease ecological impacts and improve public health. This volume is a cross-disciplinary and applied approach to urban food system sustainability, health, and equity. The contributions are from researchers working on social, economic, political and ethical issues associated with food systems. The book's focus is on the analysis of and lessons obtained from specific experiences relevant to local food systems, such as tapping urban farmers markets to address issues of food access and public health, and use of zoning to restrict the density of fast food restaurants with the aim of reducing obesity rates. Other topics considered include building a local food business to address the twin problems of economic and nutritional distress, developing ways to reduce food waste and improve food access in poor urban neighborhoods, and asking whether the many, and diverse, hopes for urban agriculture are justified. The chapters show that it is critical to conduct research on existing efforts to determine what works and to develop best practices in pursuit of sustainable and socially just urban food systems. The main examples discussed are from the United States, but the issues are applicable internationally.

Shifts in consumption patterns and purchasing power are driving gradual adaptations and transformations within food systems, making these changes difficult to fully comprehend. Given this complexity, it is crucial to analyse how various stakeholders respond to these shocks and the resulting implications for the resilience and sustainability of food systems. This literature review seeks to clarify the concept of resilience in the context of city region food systems (CRFS). It highlights key principles that could strengthen CRFS resilience and focuses on the resilience capacities within these systems, examining the attributes needed to develop and support these capacities. By using the COVID-19 pandemic as a case study, the report explores the impacts, individual responses, and collective actions that reveal the complexities of CRFS. It also synthesizes a range of recommendations from the literature to improve food system resilience. Finally, it distills key lessons from the literature review and suggests a path forward.This report does not aim to exhaustively review the extensive and growing body of literature on the impacts of the COVID-19 pandemic on food systems, nor does it cover all aspects of food system resilience. Instead, it offers a targeted perspective on how the pandemic has influenced current thinking around food system resilience.

The current international scenario with the war in Ukraine will have potential impacts on agri-food systems across the world. This scenario will change the balance of power among actors in the agri-food sector. High margins of uncertainty are common across supply chains in the face of uncontrolled increases in raw material prices and an uncertain guarantee of supply. This uncertainty is compounded by rising energy prices, putting the entire agrifood supply chain, which is highly energy-intensive, in crisis. In addition, the current war scenario could impact the demand for agricultural and food products by changing consumers' purchasing habits. Increasing the resilience of agri-food systems may need to become a priority for many national economic systems. In this scenario, the routes to achieve resilient agrifood systems are numerous and include reducing agriculture's dependence on energy, energy-intensive imports and raw material imports. Resilience also requires diversified import sources and market outlets through sound multilateral and bilateral trade policy.
