What can we do in this period of historic, global turbulence? Mainstream narratives have no plausible account of how to stop exacerbating the multiple, overlapping challenges; much less begin to address them meaningfully. The only thing everyone agrees is innovation will be needed. But what is innovation? Usually, it is understood as new technologies that will ‘solve’ specific ‘problems’ – and, it is hoped, return life to a ‘business as usual’ of progress in individual freedom and wealth. But innovation is a thoroughly social process with profound implications for the arrangement of power in a society, hence shaping the emergence of new social systems. Exploring evidence from the key arenas of low-carbon innovation, including in the pivotal location of a rising China, this book describes the global systemic crisis of a neoliberal world order and the embryonic emergence of an alternative global power regime of a ‘liberalism 2.0’. This augurs both a web 2.0-based revitalization of the classical liberalism of the nineteenth century and new Dickensian inequalities and injustices. Against hopes that the present is a ‘revolutionary’ moment, therefore, political engagement with this emerging power regime is thus presented as the most productive strategy for a progressive twenty-first century politics.

Is China challenging liberal norms or being socialised to them? This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. This book will appeal to students seeking to understand how rising states may affect the current institutions of international order, and make assessments of how fast that order may change. It will also appeal to scholars working on Chinaand institutions by aiding the development of new lines of enquiry.

This book seeks to demystify the re-ascendancy of China as a civilization state. China's politics and society are examined in the light of its living civilization, which is the only one of the ancient civilizations that has survived to this day. The book also contrasts China's development with that of the West and Japan. By combining the impact of internal political and socio-economic developments in China and its external relations (from the silk routes, the tribute system, to the modern day), it unravels the existing myths, puzzles, and paradoxes surrounding China and questions the adequacy of most of the Western political theories (such as realism in international relations) in an attempt to explicate China's re-emergence as a world power.
