This 47th volume of the ASLU series focuses on the practical challenges of managing a World Heritage listed historic city in a South Asian context. The Indian Ocean island of Sri Lanka's Galle Fort, a walled town, identified as the best-preserved colonial fort in South Asia, is the subject of this study. The book analyses the costs and benefits of the fort's World Heritage recognition to its local urban community and to the colonial fort itself, as a monument. It shows how thirty years of the World Heritage project at Galle Fort changed a once small seaside walled town with dilapidated colonial buildings into a tourist hot-spot and prime real estate, also changing the lives of its inhabitants. The work addresses the range of impacts of this process such as gentrification, real estate pressures, and urban regeneration in a balanced way. It argues that the best practises of participatory and people-centred approaches of managing urban heritage at the global level are slow to progress at the local level. By highlighting the strong emotional attachment of local residents towards their landscape, the book proposes seeing the residential urban community as "preserver" of the historic city. While seeing the World Heritage listing of Galle Fort optimistically, the book encourages the use of the World Heritage emblem for the well-being of local residents, who bring life to these landscapes.

Institutionalized heritage protection has become a global phenomenon, and the UNESCO World Heritage program is perhaps the most well-known of these efforts. Although the List is intended to be concerned only with heritage, in reality it also serves as a global stage for broadcasting geopolitics, national agendas, and subnational motives. Given these hidden functions driving the World Heritage List, I interrogate what the implications of listing really are through the living heritage site of ‘Old Town of Galle and its Fortifications’ in Sri Lanka. I consider the tensions between different scales of identity-building associated with the site, explore the politics of conservation and its motivating forces, and probe the impacts of tourism alongside the mechanisms supporting its imbalances. Drawing from the findings at this site, I consider broader applications to other potential World Heritage sites and discuss directions that demand further attention in global planning and heritage practice.

"This thesis investigates tourism governance models for sustainable heritage tourism in Kandy, a world heritage city situated in central Sri Lanka. Additionally, it explains how the success of sustainable heritage tourism has underpinned sustainable livelihoods development from a socio-cultural perspective. The main objective is to find, identify and assess the influence of tourism governance on sustainable heritage tourism in Sri Lanka. Stemming from this approach is the development of a tourism governance model for sustainable heritage tourism in Kandy. This thesis is intended as a response to the challenges of adopting a sustainable livelihoods development approach. Accordingly, it investigates the role sustainable heritage tourism plays in host community development within the context of sociocultural, economic and environmental aspects in Kandy. Employing a qualitative methodological approach, this thesis is underpinned by an interpretive research philosophy. Research data was collected through field-based in-country interviews and open-ended questionnaires as this approach allowed respondents to offer more information and to include their feelings, attitudes and understanding of the subject. Research results from in-country fieldwork reveal that tourism governance models have a major influence on the viability of sustainable heritage tourism at Sri Lankan heritage destinations. Macro-scale and micro-scale factors were found to be influential in tourism governance models. Additionally, sustainable heritage tourism was found to be a persuasive factor in host community development. Research from this thesis provides policy recommendations and potential management frameworks for tourism practitioners and policy makers. These insights into Kandy and other Sri Lankan heritage localities enable improvement of tourism governance systems and sustainable heritage tourism." -- Abstract.
