This Element applies a new version of liberalism to international relations (IR), one that derives from the political theory of John Locke. It begins with a survey of liberal IR theories, showing that the main variants of this approach have all glossed over classical liberalism's core concern: fear of the state's concentrated power and the imperative of establishing institutions to restrain its inevitable abuse. The authors tease out from Locke's work its 'realist' elements: his emphasis on politics, power, and restraints on power (the 'Lockean tripod'). They then show how this Lockean approach (1) complements existing liberal approaches and answers some of the existing critiques directed toward them, (2) offers a broader analytical framework for several very different strands of IR literature, and (3) has broad theoretical and practical implications for international relations.

John Locke is widely perceived as a foundational figure within the liberal tradition. This book investigates the competing purposes that informed Locke's political philosophy, not all of which resulted in outcomes consistent with what we today understand as "liberal" ideals. Locke himself was unaware that he belonged to a "liberal" tradition. Traditions only acquire meaning in retrospect. But many have perceived the development of Locke's political philosophy as involving a smooth evolution from "authoritarian" origins to "liberal" conclusions, beginning with Locke's Two Tracts on Government (1660-62) and culminating in his later political works, the Two Treatises of Government (1689) and A Letter Concerning Toleration (1689). This book advances an interpretation of this development which reveals how, by the time of his mature political writings, Locke sought to advance three competing imperatives within his political philosophy, only two of which were consistent with ideals of individual liberty. The other imperative sustained purposes much more aligned with the "authoritarianism" with which Locke's political philosophy began. The result is a much more complex and variegated understanding of Locke's political philosophy, focusing on its competing purposes. Liberty, Governance and Resistance will be of interest to researchers studying Locke, liberalism, and the history of ideas.

Although there are some variations, distinctions and at times even contradictions within the liberal theory, several main themes of a liberal approach can be distinguished. The essay sets out to investigate what are the principal themes of a liberal approach to international politics and how they have been reflected in practice. There are substantial disagreements between many authors regarding the extent to which liberalist ideas have been realised within the international politics. Some regard liberalism, particularly with its manifestation in the global world economy as a very powerful and influential doctrine. Others, however, argue that liberalism lacks sufficient influence within Western societies and perhaps even more in non-Western ones and cannot return as a major political force due to the underlying tensions and contradictions It can be, however, argued that liberal ideas have come to dominate the economic sphere, although, it is questionable whether in the light of the recent financial crisis any further deregulation, particularly in financial sector is possible. In addition, the many internal contradictions between the liberal ideas, most notably the free market and human rights and the devastating effects of unfettered trade, such as environmental degradation, growing inequalities and economic dependencies call for a different approach to international politics, at least with regards to the economical policy.

This book explores the complex issue of international ethics in the two dominant schools of thought in international relations; Liberalism and Realism. Both theories suffer from an inability to integrate the ethical and pragmatic dimensions of foreign policy. Liberal policy makers often suffer from moral blindness and a tendency toward coercion in the international arena, whilst realists tend to be epistemic sceptics, incorporating Nietzsche’s thought, directly or indirectly, into their theories.
