This book presents a multi-disciplinary investigation into extortion rackets with a particular focus on the structures of criminal organisations and their collapse, societal processes in which extortion rackets strive and fail and the impacts of bottom-up and top-down ways of fighting extortion racketeering. Through integrating a range of disciplines and methods the book provides an extensive case study of empirically based computational social science. It is based on a wealth of qualitative data regarding multiple extortion rackets, such as the Sicilian Mafia, an international money laundering organisation and a predatory extortion case in Germany. Computational methods are used for data analysis, to help in operationalising data for use in agent-based models and to explore structures and dynamics of extortion racketeering through simulations. In addition to textual data sources, stakeholders and experts are extensively involved, providing narratives for analysis and qualitative validation of models. The book presents a systematic application of computational social science methods to the substantive area of extortion racketeering. The reader will gain a deep understanding of extortion rackets, in particular their entrenchment in society and processes supporting and undermining extortion rackets. Also covered are computational social science methods, in particular computationally assisted text analysis and agent-based modelling, and the integration of empirical, theoretical and computational social science.

Mafia-type organizations generate several distorting effects on the economy. In Italy their presence is endemic, and not only in Southern regions such as Sicily, Campania or Calabria. Such organizations endure the fierce and continuous pressure exerted by Italian anti-mafia policy, maybe the most articulate and effective such policy in the world. Nevertheless, they have survived by submerging, transforming, and relocating their operations. This collection studies the rise of neutral bodies as a challenge to the constitutional paradigm of the nation state. Administrative entities such as commissions, agencies, councils, authorities or ‘independent agencies’ as they are sometimes known, are relatively autonomous from majoritarian democratic control and by their institutional design fall outside the classical triad of powers or branches of government. They may even fall outside the confines of the nation state itself as with the EU Commission. The book is divided into theoretical-historical and empirical parts. Part I approaches the phenomenon through the rigorous normative conceptual lens of constitutionalism and constitutional law, questioning the implications of political neutrality on inherited normative categories, both at national and supranational level. Una posta di oltre centotrenta miliardi di euro all’anno: tanto vale il mercato italiano dei giochi d’azzardo, tra i più estesi e in crescita a livello mondiale. Il suo sviluppo è dovuto soprattutto alla progressiva espansione dell’offerta di giochi negli ultimi trent’anni, favorita da scelte politiche orientate a incrementare il prelievo fiscale a beneficio del bilancio dello Stato. Una liberalizzazione che ha inoltre prodotto ingenti profitti a vantaggio delle imprese concessionarie a cui è delegata la gestione del settore. Il mercato dell’azzardo genera rilevanti esternalità negative. Oltre ai problemi connessi al gioco patologico e quindi ai conseguenti costi sociosanitari da sostenere, emerge la sua vulnerabilità rispetto alla criminalità organizzata. Su questi aspetti critici si registra un dibattito pubblico e politico fortemente polarizzato, che assume spesso la forma di una contrapposizione tra proibizionisti e antiproibizionisti. In realtà, la questione della permeabilità criminale – proprio come quella relativa alla salute pubblica – solleva problemi riconducibili agli assetti istituzionali del comparto. Costruito a partire dai risultati di una vasta ricerca empirica, questo libro approfondisce i processi di regolazione del mercato dei giochi d’azzardo, analizzando in particolare il ruolo esercitato dalle mafie. L’indagine è basata su una duplice prospettiva: una orientata a capire come funziona concretamente il settore, ricostruendo le filiere di mercato e gli interessi economici in campo; l’altra focalizzata sulle strategie dei gruppi mafiosi, con riferimento sia al gioco su rete fisica sia al gioco online, in grande espansione negli ultimi anni. Rifuggendo da una prospettiva «mafiocentrica», incentrata cioè esclusivamente sull’attore criminale, lo studio mette in evidenza la porosità della dicotomia legale-illegale che sembra contraddistinguere il mercato dell’azzardo, contribuendo a una più precisa conoscenza del rapporto tra gioco e fenomeni mafiosi per offrire proposte di policy per il dibattito pubblico in corso.

Il quinto volume dell’Atlante delle mafie è dedicato al tema della corruzione e del suo rapporto con le mafie. Pur essendo due reati diversi, due fattispecie criminali differenti, il volume mette in evidenza la loro particolare, complessa e durevole relazione. Se si confronta l’inchiesta milanese «Mani pulite» dell’inizio degli anni Novanta del Novecento con l’attualità, si può facilmente notare che la differenza non consiste nella maggiore o minore estensione della corruzione ma in un semplice elemento la cui portata non è stata ancora esaminata in tutti i suoi aspetti: i mafiosi sono tra i principali attori degli episodi di corruzione degli ultimi anni, anzi si può parlare di una particolare «governance» mafiosa della corruzione, e ciò non avviene solo al Sud. Anche al Nord, infatti, la corruzione si abbina sempre più spesso a episodi in cui sono coinvolte le organizzazioni mafiose. Le mafie sono, insomma, sempre più protagoniste del sistema della corruzione. Si ha la netta impressione che corruzione e mafie abbiano smarrito i loro confini e stabilito relazioni e nessi davvero intricati. Le mafie possono esistere senza corruzione? Sì, sicuramente, ma solo se restano sui settori illegali (droga, contrabbando, gioco d’azzardo, ecc.); se, invece, si spostano sui settori legali dell’economia non possono consolidarsi senza corruzione. E la corruzione esiste senza le mafie? Sì, certamente. Ma dove le mafie entrano nel sistema della corruzione, ne diventano protagoniste assolute e dettano le regole. In ogni caso, non sono le mafie a causare la crescita della corruzione; esse arrivano dove già c’è. La corruzione e le mafie sono due «questioni» che affondano le origini nel passato ma sono a loro agio nel presente, sono elementi di “lunga durata” della storia italiana, che mantengono una impressionante continuità e presenza nell’oggi, coniugando insieme arcaicità e modernità. Esse sono «criminalità di relazione», basate sulla violenza (le mafie) o sul potere (la corruzione) che pur provenendo da altre epoche storiche hanno trovato una particolare sintonia con la contemporaneità. Perciò i curatori dell’opera non hanno voluto affrontare la questione del rapporto tra mafie e corruzione dal punto di vista penale né tantomeno giurisprudenziale, ma da quello storico e sociologico, ben al di là della sentenza su Mafia capitale, convinti che molti dei nostri problemi abbiano radici così profonde e così lontane nel tempo da essere difficilmente riconducibili a quanto è accaduto solo nell’ultimo periodo di storia italiana. Al volume hanno collaborato i maggiori studiosi in Italia dell’argomento, oltre alle tre figure istituzionali più importanti in materia: Rosy Bindi, presidente della Commissione parlamentare antimafia, Raffaele Cantone, presidente nazionale dell’Autorità anticorruzione e Franco Roberti, procuratore nazionale antimafia.
