The WHE Gender Mainstreaming Strategy (2022-2026) aims to provide guidance on how to systemically analyze and address relevant gender issues across WHE policies and programmes, to enable WHE work to contribute to gender equity and equality, which in turn will strengthen health emergency programming at all levels. It also provides strategic direction to facilitate how WHE can respond to the specific gender-based needs and risks that women, men, girls and boys and people with diverse gender identities experience as a consequence of health emergencies, in ways that improve the design and delivery of WHE policies and programmes, and contribute to reducing gender-inequalities including morbidity and mortality but also the medium and long term socio-economic effects of emergencies. This strategy is intended to guide WHE programming across the local, national, regional and global levels. It was developed by the WHE Gender Working Group, and responds to specific recommendations included in the WHA Resolution 74.7 on Strengthening WHO Preparedness for and response to health emergencies[1], among other key documents.

WHO developed its Management Response Plan (MRP) in October 2021 building on the recommendations of the Independent Commission on Allegations of Sexual Exploitation and Abuse in the Democratic Republic of the Congo during the Response to the Tenth Ebola Outbreak. The MRP crowdsourced ideas from WHO colleagues and leaders across the world, suggestions from WHO member states and incorporated best practice from across the UN system to address sexual exploitation, abuse, and harassment (SEAH). It launched the first accelerated phase of WHO’s work on preventing and response to all forms of sexual misconduct perpetrated by our personnel. In December 2022 the MRP was concluded with 92% of its 150 actions implemented and the remaining 8% transitioned into the three-year strategy for preventing and responding to sexual misconduct that came into effect in January 2023. This publication documents the implementation of the Management Response Plan by the World Health Organization over the period October 2021–December 2022.

The Global Polio Surveillance Action Plan 2025–2026 defines the surveillance activities required to achieve the goals of the Global Polio Eradication Initiative (GPEI) for the interruption of wild poliovirus type 1 (WPV1) transmission and outbreaks of circulating vaccine-derived poliovirus type 2 (cVDPV2). The Global Polio Surveillance Action Plan (GPSAP) brings together the five surveillance work streams that collectively function to help guide the polio eradication effort, namely: 1) syndromic surveillance for cases of acute flaccid paralysis (AFP) in children aged under 15 years, referred to as AFP surveillance; 2) surveillance for poliovirus in sewage and wastewater, referred to as environmental surveillance; 3) surveillance for immunodeficiency-associated vaccine-derived poliovirus in patients with primary immunodeficiency disorders, referred to as iVDPV surveillance; 4) laboratory testing to provide confirmation and genetic sequencing of polioviruses, provided by the Global Polio Laboratory Network; and 5) data and information management that support reporting detections and monitoring poliovirus surveillance via a centralized repository, referred to as the Polio Information System or POLIS. Lessons learned from the earlier Global Polio Surveillance Action Plan 2022–2024 inform changes in the new action plan. This GPSAP also continues to align with and support polio surveillance objectives and activities detailed in the GPEI Polio Eradication Strategy.

This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.
