While deterrence is as old as human conflict itself, it became particularly important with the advent of nuclear weapons when armed conflict between the superpowers had the potential to end civilization. Today, though, there is a sense that terrorism has rendered deterrence obsolete and forced the United States to substitute preemption for it. In this monograph, Dr. Colin Gray illustrates that strategic reality is not simple. Instead the two are inextricable. 'Preemption,' as Dr. Gray notes, 'needs all the assistance that it can garner from effective deterrence.' The United States 'has no practical choice other than to make of deterrence all that it can be, albeit in some seemingly unpromising conditions.' Dr. Gray provides both a conceptual framework for understanding deterrence-or, more accurately, the psychology of deterrence and policy guidance on how the United States can most effectively use it. He concludes that an adaptable and flexible military with robust landpower is the only tool that can maintain deterrence. The Strategic Studies Institute is pleased to offer this monograph as part of the ongoing debate on American national security strategy in the era of global terrorism.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Minimum Deterrence Examining The Evidence written by Keith B. Payne and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-04-14 with History categories.

The National Institute for Public Policy’s new book, Minimum Deterrence: Examining the Evidence, is the first of its kind. Dr. Keith Payne, former Secretary of Defense James Schlesinger and an unparalleled bipartisan group of senior civilian and military experts critically examine eight basic assumptions of Minimum Deterrence against available evidence. In general, Minimum Deterrence does not fare well under the careful scrutiny. Proponents of a "Minimum Deterrent" US nuclear force posture believe that anywhere from a handful to a few hundred nuclear weapons are adequate to deter reliably and predictably any enemy from attacking the United States now and in the future. Because nuclear weapons are so destructive, their thinking goes, no foreign leader would dare challenge US capabilities. The benefits, advocates claim, of reducing US nuclear weapons to the "minimum" level needed are: better relations with Russia and China, reinforcement of the arms control and Nonproliferation Treaty, billions of defense dollars in savings, and greater international stability on the way to "nuclear zero." As political pressure builds to pursue this vision of minimum US deterrence, Minimum Deterrence: Examining the Evidence stands as the seminal study to address the many claims of great benefit using available evidence. This book was published as a special issue of Comparative Strategy.

Drawn from the third in a series of conferences the Hoover Institution at Stanford University on the nuclear legacy of the cold war, this report examines the importance of deterrence, from its critical function in the cold war to its current role. Recognizing that today's international environment is radically different from that which it was during the cold war, the need is pressing to reassess the role of nuclear weapons in deterrence in the world of today and to look ahead to the future.

It may not be possible to deter fanatical terrorists, but members of terrorist systems may be amenable to influence. The U.S. counterterrorism strategy should therefore include political warfare, placing at risk things the terrorists hold dear, a credible threat of force against states or groups that support acquisition of weapons of mass destruction, and maintaining cooperation with other nations engaged in the war on terror, while also preserving core American values.
