Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as in Moldova, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for their livelihoods. The risks of climate change to agriculture in Moldova cannot be effectively dealt withand the opportunities cannot be effectively exploitedwithout a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and making needed investments in infrastructure, support services and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis, consultation with key stakeholders, particularly farmers and local agricultural experts, and investments in both human and physical capital. The experience of Moldova, highlighted in this work, shows that it is possible to develop a plan to meet these objectivesone that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this study is predicated on strong country ownership and participation, and is defined by its emphasis on win-win or no regrets solutions to the multiple challenges posed by climate change for farmers in Moldova. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions. Reducing The Vulnerability of Moldova's Agricultural Systems to Climate Change: Impact Assessment and Adaptation Options applies this approach to Moldova with the goal of helping the country mainstream climate change adaptation into its agricultural policies, programs, and investments. The study projects impacts of climate change on agriculture across Moldovas three agro-ecological areas through forecast variations in temperature and rainfall patterns so crucial to farming. It offers a map for navigating the risks and realizing the opportunities, outlined through a series of consultations with local farmers. A detailed explanation of the approach is provided for those who would like to implement similar programs in other countries of Europe, Central Asia, or anywhere else in the world. This is one of four country studies that were produced under the World Banks program, Reducing Vulnerability to Climate Change in European and Central Asian Agricultural Systems. The other countries included in this series are Albania, FYR Macedonia, and Uzbekistan. This working paper analyses the financial cost and benefit of adopting two different bundles of climate-smart agriculture (CSA) practices, which are tailored for the diverse conditions that prevail in southern Malawi. The results show the integration of CSA practices, including soil conservation, agroforestry, and livestock diversification, into conventional maize-legume and maize monocrop systems is profitable for farmers. Moreover, the profitability of these systems increases under extreme weather conditions that occur with increasing frequency in the region. However, the upfront costs and cost variability associated with the adoption of these CSA scenarios is high relative to conventional practices. In addition, while the Net Present Value is positive for the CSA scenarios, the monetary returns are small and are spread over a long investment period. These factors act as significant barriers to adopting CSA practices. Supporting farmers through climate financing or other mechanisms to make long-term private investment in CSA, based on the public benefits these investments generate for the environment, is critical for achieving widespread adoption.

This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

This resource guide aims to support decision-makers, development practitioners, trainers and civil society organizations representing both farmers and rural women in designing and implementing climate investment projects and programmes in the Europe and Central Asia Region.
