The Internet and related technologies have dramatically changed the way we live, work, socialize, and even topple national governments. As the Internet becomes increasingly pervasive across societies, we find more often that governments adopt Information Communication Technologies (ICTs) as part of their toolbox for facilitating efficient and citizen-oriented service delivery at all levels of government. Local governments across the major industrialized democracies have not been an exception to this trend and have set sail into the age of digital government. Closest to their citizens, towns and cities have adopted ICTs to facilitate electronic government (e-government). While research on local e-government functionality in terms of information dissemination, service delivery, and citizen engagement continues at an impressive empirical and methodological pace, gaps in our knowledge remain. Cross-national comparative research on local e-government that covers a wide range of municipalities in combination with in-depth case study analyses is lacking. Informed by a comparative case study approach, this book seeks to narrow that gap and offer practical policy solutions to facilitate local e-government. We do so by pursuing both a macro and micro perspective of e-government functionality in the federal republics of Germany and the United States and unitary France and Japan. The macro perspective focuses on the state and scope of e-government functionality across a large number of randomly selected municipalities of all sizes in these advanced industrialized countries. Based on a small sample of case studies, the micro perspective analyzes the successful implementation of e-government in Seattle (United States), Nuremberg (Germany), Bordeaux (France), and Shizuoka City (Japan).

This report, published in its entirety (OTA-TCT-578) and in a summary form (OTA-TCT-579) containing only the first chapter of the complete report, focuses on key topics and issues that are central to the successful use of electronic delivery by government. The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports. Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.
