Mali has demographic characteristics similar to most sub-Saharan African countries, except for those of Southern Africa. The population of Mali is very young: in 1998, 46.3 percent of the population was under 15 years of age. Whereas mortality, especially infant and child mortality, has decreased rapidly, fertility has remained high over the past decades, equaling 6.6 children per woman on average. As a result, the rate of demographic growth has increased significantly over the last decades. Today, the natural population growth rate is estimated at 3.3 percent per year (it will take 21 years for the population to double). International migration somewhat slows down this growth, and the net population growth rate is estimated at 3 percent per year, which leads to a doubling of the population in 23 years. This study is presented in three chapters. The first chapter shows the present situation of the population of Mali and its prospects for the future. This chapter evaluates available demographic data, analyzes the size, geographic distribution as well as the structure and rate of growth of the population, including international migrations. It also presents population projections for the years 2005 to 2035, based on slow or rapid fertility decline scenarios. Chapter two is dedicated to the future implications of these demographic trends. It first addresses the development of human capital (demographic investment), especially in education and health. It then examines the macro-economic consequences of demographic growth for Mali. Finally, it briefly analyzes other consequences of the high population growth, in terms of increasing population density, agriculture, nutrition, urbanization, environmental degradation, and maternal and child health. The last chapter assesses the population policies in Mali and what is needed to set into motion a decline in fertility and presents practical recommendations.

This Selected Issues paper examines growth, structural transformation, and diversification in Mali. At present, the majority of Mali’s population is employed in low-productivity agriculture, and the secondary sector is underdeveloped. Further structural transformation and diversification of output and exports could thus yield significant growth dividends, but will be challenging in the context of a rapid projected increase in the workforce over coming decades, much of which would need to be absorbed by the agricultural sector. Policies could focus on easing the constraints to structural transformation in key areas such as education and the business climate, as well as devising a clear strategy for tackling the challenges posed by rapid population growth.

Despite the global financial and economic crisis, implementation of the government’s economic and financial program was broadly satisfactory. Growth was sustained, and the balance of payments improved markedly. The implementation of structural reforms with regard to state enterprises and the strengthening of public finances are progressing satisfactorily. Mali’s exchange regime and real exchange rate remain broadly appropriate, and it is at low risk of debt distress. Mali is highly vulnerable to external shocks. The provision of data is broadly adequate for IMF surveillance.

In sub-Saharan Africa, older people make up a relatively small fraction of the total population and are supported primarily by family and other kinship networks. They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

Two broad contrasting demographic trends present challenges for economies globally: countries with aging populations, often advanced economies and increasingly emerging markets, anticipate a significant shrinking of the labor force, with implications for growth, economic stability, and public finances. Economies with rapidly growing populations, as is the case in many low-income and developing countries, will face a burgeoning young population entering the labor market in the next decades—a large potential to reap the demographic dividend if the right skills and economic and social conditions are in place. This note highlights how gender equality, in both cases, can serve as a stabilizing factor to rebalance demographic trends. As decisions regarding fertility, human capital investment, and labor force participation are interlinked, policies should aim at relaxing households’ time and resource constraints that condition these choices. This means that, in general, in advanced economies and emerging markets, policies should facilitate women’s work–life choices and boost female participation in the labor market, whereas policies in low-income and developing countries should focus on reforms that narrow gender gaps in opportunities and support human capital accumulation.
