Two broad contrasting demographic trends present challenges for economies globally: countries with aging populations, often advanced economies and increasingly emerging markets, anticipate a significant shrinking of the labor force, with implications for growth, economic stability, and public finances. Economies with rapidly growing populations, as is the case in many low-income and developing countries, will face a burgeoning young population entering the labor market in the next decades—a large potential to reap the demographic dividend if the right skills and economic and social conditions are in place. This note highlights how gender equality, in both cases, can serve as a stabilizing factor to rebalance demographic trends. As decisions regarding fertility, human capital investment, and labor force participation are interlinked, policies should aim at relaxing households’ time and resource constraints that condition these choices. This means that, in general, in advanced economies and emerging markets, policies should facilitate women’s work–life choices and boost female participation in the labor market, whereas policies in low-income and developing countries should focus on reforms that narrow gender gaps in opportunities and support human capital accumulation.

Forty years have passed since the first UN-organized World Conference on Women in Mexico City in 1975. In that time, women’s rights, and later gender equality, have become firmly established as an important area of global politics and human rights. What shape have these processes taken in different parts of the world? How do global and internationally designed institutions adapt to local cultural, religious, political, and economic contexts? What are the problems and contradictions embedded in this process when viewed from a global perspective? What effects do grassroots, local, and national actors have on transnational institutions? In answering the questions, the book draws on historical and global perspectives, beginning in the 1960s, an important moment for internationalization during the Cold War, and looking to a global selection of case studies. Providing a series of “snapshots” of historical and contemporary global gender equality politics, the chapters allow for an examination of how local, national, and transnational actors have interacted in ways that affect the dissemination of gender equality institutions, both formal and informal. The case studies demonstrate the relationship between the supranational, regional, national, and sub-national or “local.” They explore the power dynamics, interactions, and mutually constituting nature of two analytic levels of organizations and actors involved in the institutionalization of gender equality–the transnational level as well as the level of activity within specific national political systems (as represented by states, grassroots organizations, and other sub-national actors). The findings reveal that the institutionalization of gender equality is dependent on national and local context, the potential for interactions between gender equality policies and other state agendas, the depth of informal institutions, and the degree to which a given state is integrated into the norms of the international system.

The strong recent economic recovery has improved Greece’s near-term outlook. However, unfavorable demographics require raising the labor force participation, particularly for women, to boost medium-term growth. Using household survey, cross-country comparison, and model simulations, we identify three main constraints: (i) care responsibilities; (ii) skill mismatches; and (iii) tax-benefit work incentives. Estimates suggest that addressing care responsibilities alone could boost employment by 3 percent. Policy recommendations include expanding access to childcare facilities, improving parental leave policies, strengthening tax-benefit incentives, and addressing skill mismatches. These measures, combined with complementary reforms could significantly empower women to boost economic growth and prosperity in Greece.

The series of major economic shocks since 2020 has added to longstanding development challenges, with low-income and fragile countries affected the most. The negative economic impact of the COVID-19 pandemic, the spillovers from the war in Ukraine, and the tightening of international financial conditions after 2022 have added to preexisting structural obstacles weighing on economic and social progress in developing countries. While some of these factors have subsided since 2023, the escalation of trade tensions at the beginning of 2025, and the resulting impact on global growth and international financial conditions, including elevated uncertainty and significant downside risks weighing on the outlook, have again negative implications for most developing countries. In addition, natural disasters, climate and demographic challenges, geopolitical tensions, political instability, and conflicts, can be expected to add further to the challenges, even though some developments, including artificial intelligence and digitalization, may be beneficial. That said, while developing countries share many characteristics, increasing heterogeneity in their economic conditions and exposures to risks calls for appropriate differentiation in countries’ policy and reform agendas, as well as in the support from the international community. Particular attention must be paid to the situation of the poorest and fragile countries.
