The Practice of Managerial Leadership describes a total system for managing organizations. This practical system is made up of a integrated set of principles, practices and procedures. The concepts in the system are logical and consistent and have been developed over 50 years by Dr. Elliott Jaques and his colleagues in 15 countries, through continuing consulting research work in organizations. Dr. Jaques called this system Requisite Organization. Managerial hierarchies exist to get work done in order to achieve their goals. Achieving these goals requires an organization that is appropriately structured, competent individuals at each organizational level, and procedures and practices that facilitate the work. This book deals with organizations that employ peoplemanagerial hierarchies where accountability is delegated through the organization from the owners/board members. People are employed within these managerial hierarchies as individuals (not as teams or as partners) to do the work required. The material in the book is largely focused on the role of the manager because that is where most of the guidelines are needed in order to accomplish the work of the organization. It is the work of managers that determines the results achieved with the available resources. Requisite practices enable decisive, accountable, value-adding managerial leadership throughout the organization. There is also information on the roles and accountabilities of non-managerial subordinates. Each employee needs to understand fully his or her own role and the organizations structure and practices. All of the principles in Requisite Organization are intended to enhance trust between employees in the organization and employees and the organization. Trust and understanding are further enhanced in Requisite Organization by the explicit definition of commonly used business terms such as work. role and manager that are generally ill- defined and ambiguous. Describing requisite practices and procedures in a consistent language that everyone understands provides clarity about what should be done and how to do it. The book contains a glossary defining important words and concepts used in managerial work. This book is written for managers in all types of managerial hierarchies including commercial, not-for-profit and governmental. The ideas are equally useful for managers at all levels in organizations. The principles and practices about managerial leadership described in detail in this book have been tested and put into practice in organizations throughout the world. We examine the assignment of authority to managers in corporate hierarchies and explore the link between authority and accountability that underlies responsibility accounting. We describe major activities of managers as "providing direction and support," "monitoring performance," and "hiring and contracting." These activities enhance subordinates' productivity, improve the quality of measures used to evaluate subordinate performance, and stipulate subordinates' compensation contracts, respectively. In a stylized setting of a hierarchy, we illustrate how these three activities differ in the sense that a unique set of determinants dictate the optimal assignment of managerial authority. Our results suggest that "delegation of authority" is a far richer construct than is often portrayed in prior literature. We also consider how performance measure characteristics affect and are affected by assignment of managerial authority in hierarchies. For instance, we find that whether performance measures are aggregate or disaggregate affects the optimal assignment of authority along functional or product lines. We conclude with some suggestions for future research that seeks a closer examination of factors that drive assignment of authority in corporate hierarchies.

We present a formal model of how the size of a firm's administrative staff depends on the environment in which it operates. We consider a monopolist that introduces a new product in the face of market uncertainty. In a model that incorporates an information-processing view of the managerial hierarchies into a product choice problem, we relate optimal size of organizations to the speed of change in market conditions and to more standard parameters of demand. We show that faster-changing environments lead to smaller management structures, which is consistent with anecdotal evidence of both flattening and decentralization by firms in response to faster-changing consumer tastes. When the environment is changing more quickly, it is better to aggregate less information to reduce the inexorable delay that occurs even when information processing is decentralized. This occurs both for positive managerial wages and in a benchmark model of zero managerial wages. An improvement of information technology, which we take to be an increase in the speed at which each manager can process information, has a similar effect, though it is more subtle. On the one hand, such a speedup is like a decrease in the speed of change of the environment, so that the firm processes more information. On the other hand, any fixed amount of information can be processed with fewer "person-hours" and hence with fewer managers. When the managerial wage is zero, these two effects exactly cancel each other, so that management size does not depend on information technology. However, when the managerial wage is positive, the firm chooses to economize on managers when they become more productive, so that an improvement in information technology leads to a shrinking of the management size. In other results, we show that the change in the optimal size of the organization is non-monotonic in both the dispersion of consumer preferences and the "transport cost" parameter, while the optimal size increases as the consumers' value of the product increases.
