Population genomics research drawing on genetic databases has expanded rapidly, with some of this information being combined in 'biobanks'. Managing this information in an appropriate way is a highly complex ethical issue in the health policy arena. This book combines theoretical and empirical research to analyze the areas of conflict and consensus in the regulatory and ethical frameworks that have been developed to govern biobanks. Ethicists from the Department of Ethics, Trade, Human Rights and Health Law (ETH) of the World Health Organization, the Institute of Biomedical Ethics of Geneva University and the Institute of Biomedical Ethics of the University of Zurich, with the support of the Geneva International Academic Network (GIAN), examine the conditions under which genetic databases can be established, kept, and made use of in an ethically acceptable way. Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the “Ecological Risks Associated with the Destruction of nd th Chemical Weapons”, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country – and to their chemical-weapons problem – and provided the majority of active participants. In all, there were 57 participants, of which 11 dispatched from the TACIS project “The development of the chemical weapons” facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.

The Chemical Weapons Convention requires, among other things, that the signatories to the conventionâ€"which includes the United Statesâ€"destroy by April 29, 2007, or as soon possible thereafter, any chemical warfare materiel that has been recovered from sites where it has been buried once discovered. For several years the United States and several other countries have been developing and using technologies to dispose of this non-stockpile materiel. To determine whether international efforts have resulted in technologies that would benefit the U.S. program, the U.S. Army asked the NRC to evaluate and compare such technologies to those now used by the United States. This book presents a discussion of factors used in the evaluations, summaries of evaluations of several promising international technologies for processing munitions and for agent-only processing, and summaries of other technologies that are less likely to be of benefit to the U.S. program at this time.
