Our concern is with control problems which arise in connection wi th a discrete time Markov chain model for a graded manpower system. In this model, the members of an organisation are classified into distinct classes. As time passes, they move from one class to another, or to the outside world, in a random way governed by fixed transition probabilities. The emphasis is, then, placed on examining means of reaching and then retaining the structure best adapted to the aims of the organisation, with the assumption that only the recruitment flows are subject to control. Attainability and maintainability have received a great deal of attention in recent years. However, much of the work has been concerned with deterministic analysis, in the sense that average values are used in place of random variables. We adopt, instead, a stochastic approach to the study of these forms of control. We present some of the problems encountered when evaluating probabilities related to the distribution of stock numbers at different steps and we give a detailed numerical comparison of different recruitment strategies. An iterative method is developed to compute exact values of the probabilities of attaining and maintaining a structure in one step. It is designed for the special but very important case of systems in which promotion is only possible to the next highest grade. Its efficiency makes possible the use of exact results in the comparison of the recruitment strategies, which was formerly accomplished by means of simulation techniques only. As to the comparison itself, it emerges that the strategy which, at each step, steers the system as far as possible towards the goal is superior to all deterministic strategies. Also, this strategy is shown to come close to providing the highest level of control that is possible.

The title of this book is Techniques in Corporate Manpower Planning: Methods and Applications. Manpower planning, also called personnel plan ning, implies the analysis of possible discrepancies in the future between personnel demand and supply. Personnel demand will also be called person nel requirement; and personnel supply, personnel availability. The notion of corporate manpower planning refers to the planning of personnel on the level of an industrial or governmental organization. As such, it does not stand for manpower planning for branches of industries or labor market studies of countries or international communities. One type of manpower planning is the planning of short-term succes sions of managers or the assignment planning of positions for individual employees for the next year. In fact, this type of short-term manpower plan ning is always executed, whether formally or informally, centrally or other wise. This type of manpower planning considers groups of employees rather than individuals. Our goal is to consider medium- and long-term manpower planning for groups of employees. We call this the multicategory vii Vlll PREFACE approach to manpower planning. In our view, this medium-and long-term personnel planning provides the conditions for individual manpower plan ning or for personnel development.

"Do training and development have an impact on the employees of an organisation?" The reason for this research was due to the fact that during my internship period at NFC Bank S.A. I observed several problems such as employee turnover, jobs that needed a higher number of employees and some that needed a lesser number of employees, some employees where complaining about their working timetable just to name a few. All these urged me to carry out a research on the Manpower planning of NFC Bank S.A. lt integrates quantitative and qualitative methods. Data was collected from primary and secondary sources, the simple random sampling method was use on a sample population of 60 workers and the sample size was 50 workers. Data collected are presented in tables and analysed using percentages, frequency tables and charts.
