In 2001, the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) agreed to develop specifications for pesticides jointly, thus providing unique, robust and universally applicable standards for pesticide quality. This joint programme is based on a memorandum of understanding between the two organizations. This 2021 second edition of the manual on development and use of FAO and WHO specifications for pesticides, which is only available online, supersedes the March 2020 third revision of the first edition and previous manuals and guidance documents published by either FAO or WHO on this subject. This manual provides the standard process, unified requirements and procedures, harmonized definitions and nomenclature, technical guidelines and standards applicable to pesticides for use in agriculture and public health. FAO and WHO specifications for pesticides based on this manual are developed through the FAO/WHO Joint Meeting on Pesticide Specifications (JMPS) and published on the web sites of the two organizations.

The study concludes by identifying gaps and opportunities in global bioeconomy development to guide FAO and its Members in shaping the transition to a sustainable global bioeconomy for food and agriculture.The concept of bioeconomy is gaining significant global traction, evolving from its early focus on resource substitution and biotechnological innovation to a more comprehensive and cross-cutting model for sustainable development. This perspective underscores its transformative potential, aiming to reshape the existing economic paradigm into one that is economically, environmentally, and socially sustainable. However, bioeconomy is not inherently sustainable. Realizing its potential requires robust governance that ensures alignment with societal goals. Increased biomass demand, central to bioeconomy development, poses challenges such as resource competition and international trade impacts.Without assessing the economic, environment and social sustainability of the bioeconomy, this transition risks exacerbating global inequalities related to resource access, environmental degradation and land rights.This study was prepared by the Office of Climate Change, Biodiversity and Environment of the Food and Agriculture Organization of the United Nations (FAO), within the framework of its Programme Priority Area bioeconomy for sustainable food and agriculture. The insights gathered aim to guide FAO in shaping the strategic direction of its corporate area of work on bioeconomy, strengthening the role of agrifood systems in driving the transformative potential of the bioeconomy across other sectors.

The International Code of Conduct on Pesticide Management serves as a voluntary framework designed to guide all entities involved in the regulation and management of pesticides throughout the life cycle. This document gives guidelines on how to define and apply data requirements for pesticide registration. The guidance is primarily intended for use by government bodies in charge of pesticide registration, although it may also be valuable to pesticide licence applicants. It is a revision of the version published by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) in January 2013. The registration of pesticides involves approval of the sale and use of a pesticide after evaluating comprehensive scientific data that proves the product is effective for its intended purpose and does not pose an unacceptable risk to human or animal health or the environment. The guidance aims to provide scientific facts for governments to evaluate pesticides for registration, ensuring they are effective and do not pose a threat to human or animal health or the environment. It outlines appropriate situations and contexts for data requirements and helps governments determine the appropriate data. The guidance also aims to harmonize data standards across nations for collaboration and job sharing in pesticide registration. It covers synthetic chemical pesticides, microbial pesticides, semi-chemicals, and botanical pesticides, but does not cover data for biological control macro-organisms. The provided data can be used to register all types of pesticides, including public health pesticides. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management, addressing data requirements in both agricultural and public health settings.
