In 2001, the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) agreed to develop specifications for pesticides jointly, thus providing unique, robust and universally applicable standards for pesticide quality. This joint programme is based on a memorandum of understanding between the two organizations. This 2021 second edition of the manual on development and use of FAO and WHO specifications for pesticides, which is only available online, supersedes the March 2020 third revision of the first edition and previous manuals and guidance documents published by either FAO or WHO on this subject. This manual provides the standard process, unified requirements and procedures, harmonized definitions and nomenclature, technical guidelines and standards applicable to pesticides for use in agriculture and public health. FAO and WHO specifications for pesticides based on this manual are developed through the FAO/WHO Joint Meeting on Pesticide Specifications (JMPS) and published on the web sites of the two organizations.

The International Code of Conduct on Pesticide Management serves as a voluntary framework designed to guide all entities involved in the regulation and management of pesticides throughout the life cycle. This document gives guidelines on how to define and apply data requirements for pesticide registration. The guidance is primarily intended for use by government bodies in charge of pesticide registration, although it may also be valuable to pesticide licence applicants. It is a revision of the version published by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) in January 2013. The registration of pesticides involves approval of the sale and use of a pesticide after evaluating comprehensive scientific data that proves the product is effective for its intended purpose and does not pose an unacceptable risk to human or animal health or the environment. The guidance aims to provide scientific facts for governments to evaluate pesticides for registration, ensuring they are effective and do not pose a threat to human or animal health or the environment. It outlines appropriate situations and contexts for data requirements and helps governments determine the appropriate data. It covers synthetic chemical pesticides, microbial pesticides, semi-chemicals, and botanical pesticides, but does not cover data for biological control macro-organisms. The provided data can be used to register all types of pesticides, including public health pesticides. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management, addressing data requirements in both agricultural and public health settings.

Indoor residual spraying (IRS) involves applying residual insecticide to potential vector resting sites on the interior surfaces of human dwellings or other buildings. The main aim of IRS is to kill vectors before they are able to transmit pathogens to humans. When carried out correctly, IRS has historically been shown to be a powerful intervention to reduce adult vector density and longevity for mosquitoes, sand flies and triatomine bugs and can reduce the transmission of vector-borne diseases. This operational manual is designed to provide guidance on the establishment, management, implementation, reporting and evaluation of safe and effective IRS campaigns within the context of a locally adapted and sustainable vector control programme, in line with the Global vector control response 2017–2030. It provides information according to current WHO recommendations and standards on IRS and recognizes that IRS can potentially target multiple diseases in areas where endophilic vectors coexist. The key audience for this document is vector-borne disease control programme managers and staff, as well as implementing or private-sector partners at the national, provincial/state or local levels, who are responsible for the design, planning or implementation of vector control operations.

The purpose of this Code of Conduct is to provide guidance on different phase-out options to a country’s government authorities and other stakeholders where they have decided to remove (or ban) a pesticide product from their market, and guide on the development and implementation of a phase-out plan for risk reduction. Therefore, the starting point of the guidance is when the regulatory authority identifies the potential need to remove a pesticide product or active ingredient. This guidance also includes the case of a voluntary pesticide withdrawal by a pesticide registration holder. The guidance describes different aspects that need to be considered when deciding on a suitable phase-out strategy. It also provides guidance on how to select appropriate strategies for the planning and implementation of risk reduction and risk communication plans. National plans and strategies will largely depend on a country ́s legal and regulatory context, the hazard, and risks of the pesticide, as well as on the country’s capacities to implement the phase-out elements. Therefore, guidance will also be provided on options to establish or strengthen the regulatory framework needed to support the phase-out process.
