Mit diesem Zitat erklärt Erhard Denninger den von Thomas Hobbes geschaffenen Leviathan für tot, indem er ihm jegliche Bedeutung für unser heutiges Staatsverständnis abschlägt. Thomas Hobbes gilt nicht nur als Begründer der Vertragstheorie, sondern er markiert mit seinem 1651 veröffentlichtem Werk „Leviathan“ den Beginn des typisch neuzeitlichen Verständnisses von Staat und Souveränität. Der zweite Theoretiker, von dem in dieser Arbeit die Rede sein wird, ist Max Weber, der zwar keine systematische Staatslehre entwickelte, sich jedoch vor allem in seinen späten Jahren verstärkt mit staatstheoretischen Themen befasste und diese Ausführungen über sein ganzes Werk verstreut sind. Seine Definitionen politischer Begriffe sind für unser heutiges Staatsverständnis undenkbar. So kommt der Staatsdefinition „eine axiomatische Bedeutung zu, da dort bereits zentrale Aspekte seines Staatsdenkens verankert sind“. Obwohl zwischen Thomas Hobbes und Max Weber knapp drei Jahrhunderte (276 Jahre), liegen, bietet die gemeinsame Vorstellung einer Zwangsgewalt, eines starken Staates, der alle Gewalt in sich vereinigt, Anlass für einen Vergleich. Die Frage nach dem Verhältnis von Staat und Gewalt ist eine der zentralen Fragen des neuzeitlichen politischen Denkens, mit der sich schon Hobbes im 17. Jahrhundert in seinem berühmten Werk „Leviathan“ beschäftigt. Der Leviathan, aus Furcht vor Gewalt geboren, soll die Gewalt der Menschen untereinander beenden und inneren Frieden garantieren, indem sich die Menschen einer Zwangsgewalt unterwerfen, die alle Macht in sich vereinigt. Auch Weber denkt den Staat im Angesicht von Gewalt und spricht ihm das „Monopol legitimer physischer Gewaltanwendung“ zu.
