Transformation of the agrifood system is a cornerstone of many governments’ national development plans. This reflects the importance of agrifood systems for the livelihoods and wellbeing of poor populations as well as the continued strong association of agricultural transformation with longer-term economic development and structural change. Agrifood transformation is also key to healthier diets and more sustainable production systems. However, adopting an agrifood system perspective is not trivial—it requires looking “beyond agriculture” when prioritizing policies and tracking outcomes by also considering upstream and downstream agrifood-related activities, such as agro-processing and food distribution. Measuring transformation therefore requires economywide data and innovative metrics. This study introduces two such metrics: AgGDP+, which captures the total value-added across the on- and off-farm sectors of the agrifood system, and AgEMP+, which reflects the employment generated across its various components. It further explains how consistent estimates of AgGDP+ and AgEMP+ were produced for 211 and 186 countries, respectively, over the period between 2000 and 2021, and demonstrates how this Agri-Food System Dashboard—a publicly available resource—can be used to monitor transformation, prioritize investments, and better understand the evolving role of agrifood systems in national economies or at regional or global scales.

As the agricultural transformation associated with economic development proceeds, the economic fulcrum of the agrifood system moves from on-farm, or primary, production activities to activities that are increasingly non-farm sector based, such as agro-processing, food services, wholesale and retail trade, etc. Therefore, the traditional measures of farm employment and value-addition (or GDP) come to represent a smaller and smaller share of the total contribution of the agrifood system. Better quantification is important not only to appreciate the transformation within the agrifood system with economic development, but also to inform better policies and strategies to create more and better-quality jobs and accelerate structural transformation in developing economies. There are two broad approaches to measuring the size of the agrifood sector—tracking activity in agrifood sectors; and exploiting the full structure of the economy to assess the direct and indirect employment required to meet final demand for agrifood products. Both approaches are used in an analysis based on the global GTAP database and their results compared. The findings suggest that the final demand approach provides a more comprehensive assessment of the economic activities needed to meet final demand, with agrifood sector accounting for a much larger share of GDP, and the broader agrifood sector generating more and better-quality skilled jobs for both male and female workers. Another key aspect of the relationship is the resources needed to produce non-food products such as biofuels, clothing and leather products that rely on agricultural inputs. Including the resources needed to produce non-food agrifood outputs substantially increases the importance of the agrifood sector in overall activity and employment.

This study analyzes the past performance and future opportunities and challenges of Tajikistan’s agrifood system (AFS). The study measures the current size and structure of AFS and its historical contribution to economic growth and transformation through a data-driven exercise. A forward-looking economywide model is used to assess the effectiveness of future AFS growth (led by agricultural productivity gains in different value chains) in promoting multiple development outcomes. The findings of the study indicate that AFS transformation is an important part of Tajikistan’s economic transformation and structural change. Because of lower growth contributions from AFS’s off-farm components as well as fewer farm workers moving from primary agriculture to off-farm activities within AFS, Tajikistan’s AFS did not grow as quickly as the broader economy. Expanding off-farm activities to boost on-farm productivity growth remains a challenge for sustainable transformation of Tajikistan’s AFS. Using an economywide model, we find that there is no single value chain group that would most effectively achieve all desired development outcomes including broad economic growth, job creation, declining poverty, and improved diets. Livestock value chains, however, have the most potential to contribute to multiple development outcomes, particularly to dietary improvement, and these value chains also performed impressively during the study period. Moreover, most cattle and ruminants are owned by household farms, and their growth could contribute to broader agricultural transformation. The maize value chain also ranks high in the model-based comparison, but it seems to only modestly contribute to job creation and diet quality and had performed disappointingly during the study period. While growth in livestock and maize value chains face a series of challenges and constraints, promoting them together seems to offer an effective way to broadly achieve important development outcomes.

Although the economy of Papua New Guinea is heavily influenced by the oil and natural gas sector, which accounts for 30 percent of GDP and most of the country’s foreign exchange earnings, small-scale agriculture continues to be the major source of livelihoods for most of the population. Much of the food crop production (particularly starchy staples such as sweet potatoes, cassava, yams and sago) is not traded internationally; however, oil palm, coffee and cocoa are major exports. A large share of agricultural production undergoes little value-added through processing and much of it is consumed by farm households themselves. Thus, there would appear to be substantial scope for increases in employment and incomes through further development of the broader agrifood system, including agroprocessing, trade and transport, and food services. Subsistence farming typically dominates agriculture during the earliest stages of development; as agricultural productivity rises; however, farmers start to supply surplus production to markets, thus creating job opportunities for workers in the nonfarm economy both within and outside of agrifood sectors (Haggblade, Hazell, and Dorosh 2007). Rising rural incomes generate demand for more diverse products, leading to more processing, packaging, transporting, trading, and other nonfarm activities. In the early stages of agricultural transformation, the agriculture sector serves as an engine of rural and national economic growth. Eventually, urbanization, the nonfarm economy, and nonagricultural incomes play more dominant roles in propelling agrifood system development, with urban and rural nonfarm consumers creating most of the demand for agricultural outputs via value chains connecting rural areas to towns and cities (Dorosh and Thurlow 2013). The exact nature of this transformation process varies across countries because of the diverse structure of their economies and the unique growth trajectories of their various agrifood and nonfood subsectors. This paper describes the current and changing structure of PNG’s agrifood system (AFS) and evaluates the potential contribution of different value chains to accelerate agricultural transformation and inclusiveness. We start by offering a simple conceptual framework of the AFS and then compare PNG’s AFS to that of other countries at different stages of development. We go on to disaggregate PNG’s AFS across agricultural value chains, taking into consideration their different market structures and historical contribution to economic growth and transformation. Finally, we use a forward-looking economywide model to assess the diverse contributions that specific value chains can make to each of a set of broad development outcomes. We conclude by summarizing our main findings.

This paper presents a model-based and data-driven analysis of alternative public investment options for Tajikistan’s agrifood system based on cost-effectiveness in achieving multiple development outcomes. The study indicates that there is no single intervention that is the most cost-effective across all economic and social outcomes, including agrifood GDP growth, job creation, poverty reduction, lowered undernourishment, and improvement in diet quality. Irrigation infrastructure development, R&D in husbandry, and food loss and waste reduction are the most cost-effective investments in the combined economic outcomes, including growth and jobs. In contrast, irrigation, food loss and waste reduction, and seed systems are more effective in the combined social outcomes, including poverty, undernourishment, and diet. Considering time horizons, extension services are more effective in the short run, while irrigation and R&D deliver greater impact over time. Sector variations in the magnitude of effects are also observed among investment interventions. Overall, comparisons across development outcomes, sectoral focus, and timeframes reveal important synergies and trade-offs, underscoring the need for evidence-based tools to guide effective policy and investment decisions.

Global and national policy discourse and agendas are moving beyond traditional silos of agriculture, nutrition, health, and climate change to address the challenges facing agrifood systems (AFS). In this paper, we use international labour force statistics to provide the first systematic and documented global estimate quantifying the total number of people employed in AFS. We estimate that 1.23 billion people are employed in AFS and that 3.83 billion people worldwide live in households linked to AFS-based livelihoods. However, international labour force statistics focus on the main labour activity in the last seven days and are likely to undercount the total number of people who are engaged in AFS. Using household survey data from the harmonized multi-country Rural Livelihoods Information System (RuLIS) database, we find that the number of people engaged in AFS is on average 24 percent higher than employment defined only by the main labour activity. This analysis shows the relevance of counting secondary jobs and household farming activities to identify all individuals whose livelihoods depend to some degree on AFS.

Based on a set of economywide databases for Sudan that have detailed content on agricultural production and processing, this study diagnoses the transformation of Sudan’s agrifood system against a background of broad economic growth and transformation. Sudan’s agrifood system registered only modest GDP growth between 2011 and 2019. Moreover, little change was seen in the structure of the system over this period. The share of total employment in agriculture fell significantly, contributing to some structural change in the broad economy. However, agriculture continues to absorb almost half of Sudan’s total employment, while having the lowest labor productivity across the main economic sectors. The growth in Sudan’s agrifood system between 2011 and 2019 was mainly driven by expansion in domestic market-oriented value chains. Agrifood value chains that are focused on exportable or imported commodities remain small with below average growth. Comparing sources of future growth in Sudan’s agrifood system across ten different agrifood value chains shows that fruits, root crops, and cereals rank highest in their potential to contribute to a range of development outcomes, including reductions in poverty, improvement in diet quality, job creation, and growth in national GDP. Although the livestock ranks lower per unit of growth, it is distinct from the higher-ranked value chains in that it has a sizable impact on all four development outcomes, while as a large and established sector in Sudan even small gains in productivity can have significant impacts in absolute terms.

The publication "Guidance on core indicators for agrifood systems – Measuring the private sector’s contribution to the Sustainable Development Goals" aims to provide practical information on how food and agriculture companies’ contribution to the SDGs can be measured in a consistent manner and in alignment with countries’ needs relating to monitoring the attainment of Agenda 2030.
